Monitoring, Evaluation, Accountability and Learning (MEAL) Manager

Solidar Suisse is an international non-governmental organization (INGO) whose purpose is to assist disadvantaged, persecuted and oppressed people in Switzerland and abroad with material support and by helping them to help themselves. The institution established in 1936 works for social justice and fights against exclusion and the division of society. Solidar Suisse has been operating in Lebanon since September 2012 to actively responding to the Syrian Crisis by assisting displaced Syrian and vulnerable Lebanese families with humanitarian assistance. Solidar Suisse delivered emergency aid to Syrian refugees in the sectors of Basic Assistance. To mitigate negative impacts on host communities, Community Support Projects (CSP) are used as a mean to improve or expand essential community services and infrastructure.

Having its main office in Habboush / Nabatieh district, Solidar Suisse is seeking for an experienced and highly motivated:

Monitoring, Evaluation, Accountability and Learning (MEAL) Manager

The MEAL Manager will lead the monitoring, evaluation, accountability and learning department. S/he will be responsible for designing, planning and implementing of MEAL related activities as well as providing timely and relevant information to all the departments, Managers, Program Coordinator and Country Representative. Together with the Program Coordinator, s/he will propose, develop, and write future projects which aim at improving the lives of Syrians refugees and host communities in the area of intervention.

Main Tasks and responsibilities:

Under the supervision, and collaboration of the Program Coordinator

  • Develop a detailed work plan for the MEAL Department which is in line with the objectives and outputs of the department. Through this work plan, s/he will ensure proper implementation of all activities, managing delays, mitigating them and raising them up to management.
  • Oversee the implementation of the work plan to make sure all outputs and targets are achieved within the time-frame and back-up plans are prepared in case of delays.
  • Report (Weekly and monthly) on work plan implementation.
  • Ensure that all operations under the MEAL Department are implemented as per the Standards of Operations (SOP) developed by Solidar Suisse. Ensure all the team is involved and understand the SOP especially the specific SOP for the Referral and Complaint Unit (RCU).
  • Propose to the Program Coordinator any modification to the proposed SOP which can enhance the implementation of the department.
  • Propose a comprehensive approach for MEAL with relevant tools and implementation procedures. Develop new tools if needed for future and current projects using different and innovative technical tools.
  • Develop a communication plan for Solidar Suisse and specifically to the RCU.
  • To ensure that a filing system is well implemented for the MEAL department as well as for the RCU.
  • Follow up and ensure that the monitoring of projects is done correctly and in conformance to the planned design and specifications.
  • Do evaluations for all projects under the lead of the project manager. Write all reports and analysis related to the evaluations. Develop tools that are missing or needs revision for a proper evaluation.
  • Liaise, ensure and work closely with the Program Coordinator, Finance/HR Manager, Cash Manager, CSP Manager and Logistics to ensure effective and efficient implementation of all aspects of the projects as per Solidar Suisse requirements and policies.
  • Oversee the MEAL team, provide training and mentoring and support on a regular basis.
  • If needed, develop and revise Job Description of the MEAL staff, after the approval of the Program Coordinator.
  • Conduct Individual Review for all the MEAL Department team on regular basis.
  • Ensure good archiving (hard copy and soft copy) for the department.
  • Ensure adherence to the financial guidelines as per Solidar Suisse and donors guidelines; ensure compliance against all donor requirements, including timely quality reporting, as applicable to the project.
  • Ensure coordination with other Managers in Solidar Suisse and set strategies and operational measures to effectively respond to changes in the program.
  • Together with the other Managers could bring support to the Program Coordinator in writing new proposals and provide proper analysis on the output and outcome level.
  • Ensure participation to relevant sectorial Working Groups of the United Nations and other relevant meetings in the different fields.
  • To do any other related tasks as requested by the Program Coordinator.

Requirements:

  • 3 years of work experience in a similar position.
  • 5 years of work experience with NGO.
  • Bachelor Degree or equivalent diploma in project management.
  • Full proficiency to written and spoken English and Arabic.
  • Solid skills to use Microsoft programs (Outlook, Word, Excel, Access, and PowerPoint).
  • Proven experience to monitored and evaluated a project.
  • Good knowledge on accountabilities and learning processes.
  • High interpersonal skills with a strong attitude towards problem solving and team work.
  • Able to work under stress.
  • Organized and structured approach.
  • Very good communication skills and faculty of speech in public.

Solidar Suisse is offering a ten (10) months fixed term contract (could be extended if funds available for after 2018) in a dynamic and international working environment with a salary start at 2.378 USD per month or more base on prove relevant experiences and according to the Solidar Suisse salary scale in Lebanon.
