Project Coordinator Department: Basic Needs Team Under the authority of: Program Manager   ASSIGNMENT The program coordinator oversees the overall management, leadership and coordination of basic needs assistance project in South of Lebanon and leads a dynamic project team. This position provides overall project management, including gap analysis and design, of the emergency winterization Assistance intervention and oversees other Nonfood Item Distribution, and other sectoral interventions aimed at improving the lives of refugees from Syria and providing critical support to host communities. RESPONSIBILITIES •          S/he will report to the Program Manager to support her/him in assigned duties and specifically those tasks that related overall project management including: project planning, implementation, reporting, monitoring and evaluation, according to guidelines stipulated in the agreement between Solidar Switzerland and donors of project. •          Ensure in collaboration with Technical Specialist (monitoring and evaluation) that all Solidar funded projects are managed and reported in a manner which achieves the goals of the project and are in line with Solidar and donor guidelines and in a manner that demonstrates sound resource management, judgement and accountability. Lead on the Basic Needs components of narrative reports for multiple donors and ensure oversight of possible no cost and cost extensions. Oversee the financial management of the project in coordination with Finance and Administration Manager.   Project Assessments •          assist in the design and testing of assessments and conduct sector assessments and data that ensure they adhere to methodology and formats. •          participate in the analysis of information gathered to support project design and planning.     Project Implementation •          provide orientation to all field teams and facilitate trainings and briefings on basic needs projects and approaches. Provide specific focus on all aspects of the program needs and related activities Establish and monitoring a time frame for field work Prepare weekly, monthly and six-monthly plans of action, and ensure effective implementation of general project work plan Ensure that the program activities are carried out in accordance with Solidar and donor requirements, and in coordination with the Senior Management Oversee and ensure timely projects implementation according to donor’s requirements and regulations and the established Detailed Implementation plan Conduct regular management team meetings, to share lessons learned and review and update the project plans of actions if needed Monitor the delivery, quality, handling and utilization of all resources in the field Ensure project documents are properly field and kept secure in accordance with donor requirements Supervise and coach a diverse team while also implementing Solidar Performance Management systems.   Coordination Facilitate effective communication flows between refugees, Solidar’s field team and volunteers and local community groups and authorities to ensure full integration of Solidar Interventions Represent Solidar within the relevant government, bilateral and Sector Working Group meetings and feedback to the Solidar Senior Management and Basic Needs teams on decisions and actions and trends which impact Solidar planning and implantation. Contribute to the development of project proposals according to Solidar strategy and identified needs/gaps Monitor the political and security developments throughout the areas of active and potential implementation and coordinate closely with the Security Officer and the Senior Management team.   Perform any other related duties as required by the Country Representative.
