Structural Engineering

Background Solidar Suisse has received funding from UNHCR to rehabilitate 30 unfinished housing units to enable safe and secure shelter for vulnerable Syrian refugee households in Nabatieh and Jezzine districts.  The purpose of this activity is to increase the amount of available shelter space in Lebanon.   A building contractor is being hired to carry out the building works.  Solidar Suisse is seeking a part-time structural engineer to advise on the selection of suitable buildings, and to monitor works to be completed on the buildings to ensure structural soundness and safety.  Scope of Works The structural engineer will undertake structural assessments of all buildings prior to selection for rehabilitation to ensure that the buildings are structurally sound and are able to provide secure and safe shelter for beneficiaries.  The engineer will identify any potential problems related to the structure of the building and advise on remedial action which will then be considered in light of the available budget for the building.  The engineer will prepare a report in English detailing his/ her investigation for each building within 2 working days. [Anticipated consultancy inputs: 5-9 days] Following selection of the buildings, the engineer will conduct a monitoring visit to each building to ensure that work is being done and that the materials being used are suitable and safe and do not in any way endanger the structural safety of the building.  The engineer will provide verbal and written on-site recommendations to the building contractor and obtain signature of the contractor to demonstrate receipt.  A monitoring report in English including recommendations for changes to the suggested will be compiled and submitted to the Shelter Programme Coordinator within 2 working days.  [Anticipated consultancy inputs: 4-8 days] Finally, on completion of the works, the engineer will conduct a final visit together with the Technical Officer to ensure that the completed building is structurally sound and provides safe and secure shelter for beneficiaries.  A final report in English will be issued following this visit within 2 working days.  [Anticipated consultancy inputs: 4-8 days] Approximately 10-15 buildings are likely to be selected for this process.  This is a part-time consultancy. The number and schedule of work days will be negotiated between the Shelter Coordinator and Consultant based on the contractor’s availability and demands of the project. The timeframe for completion is 1 April to 30 June 2014.

The consultant must be available to start immediately. Please submit the following information: • A covering letter outlining suitability to undertake the consultancy. • A CV including qualifications, certifications and a minimum of two professional references. • Daily consultancy rate which shouldbe inclusive of all costs/expenses such as transport to and from the office in Nabatieh, insurance and tax. Transportation within and between Nabatieh and Jezzine in the course of undertaking this consultancy will be provided by Solidar Suisse. • Statement of availability between 1 April and 30 June 2014.
