Technical Officer (Shelter)

Solidar Switzerland is a non-governmental organisation (NGO) whose purpose is
to assist disadvantaged, persecuted and oppressed people in Switzerland and abroad with material support and by helping them to help themselves. The institution established in 1936 works for social justice and fights against exclusion and the division of society. Solidar Switzerland has been operating in Lebanon since September 2012 implementing programs in Food Security, Non Food Item distribution and emergency response.  Solidar Switzerland is seeking qualified candidates for the position of Technical Officer Shelter to implement relief projects in Jezzine and Saida, monitor activities in the field and report deviations directly to the Project Coordinator. Background:  Solidar is setting up shelter interventions to improve the living situation of refugees in Lebanon with a view to designing new interventions in Shelter sector to respond to identified gaps and emerging issues. Under the direct supervision of the Project Coordinator, the Shelter Technical Officer has the overall responsibility for development and implementation of the shelter program in informal tented settlements and/or collective centres/and/or private unfinished houses. This role includes gathering of data for future interventions as well as ensuring routine monitoring of Shelter activities, including conducting assessments, support to and mobilization of refugee communities, ensuring proper implementation and oversight of infrastructure construction. The Shelter Technical officer will coordinate with respective local bodies and individuals to ensure maximum utilization of project resources. Tasks and responsibilities Project Assessments Assist in the design and testing of assessments and conduct shelter assessments and data that ensures they adhere to methodology and formats Participate in the analysis of information gathered to support project design and planning Project Implementation Provide orientation to field officers and field volunteers on shelter activities, standards and processes Oversee all construction related works in the field; including identifying skills and encouraging self help approach within the refugee populations themselves Mobilize the refugees to take responsibility for construction of shelter in order to engender ownership Identify in coordination with field officers most vulnerable families who will require support to construct shelter items and arrange for other refugees to support them Ensure project documents are properly filed and kept secure Project Monitoring Inspect on daily basis construction activities at each site to ensure adherence to agreed standards and processes Monitor the delivery, handling and utilisation of all shelter materials in the field Manage the shelter project sectors activities in order to meet the project objectives within budget and within specified time frame In coordination with the Technical Specialist (monitoring and evaluation) meet minimum quality and standard requirements i Reporting Prepare daily/weekly progress reports to project coordinator on construction progress, contract status and beneficiary participation levels Prepare relevant field reports that will feed into internal reporting and donor reporting requirements Financial Management  Have oversight of shelter construction budget for the assigned project and ensure all project activities are in accordance with budget lines in cooperation with Project Coordinator and Finance and Administration Manager Logistic Ensure good communication with logistic officer so that procurements, purchases and contracts are made according to Solidar’s and donor’s procedures. Skills, Qualifications, Experience and Attitude Required  Minimum of 3 years experience Bachelor Degree in relevant field Excellent knowledge in Arabic and Good English is essential Previous experience in implementing Shelter projects with NGOs/INGOs is an advantage Experience in community based approaches to construction Experience in facilitating workshops and coaching diverse teams Leadership and supervisory skills and ability to foster team spirit Strong organizational skills and able to coordinate and manage workload Strong negotiation and mediation skills and ability to work independently Report writing skills and computer skills in word processing and spreadsheets Experience in conducting surveys, managing data and statistics is desirable Willingness to travel to construction sites all the time Driving License desirable  Commitment to ensuring the protection of refugees Commitment to humanitarian principles and values
