Technical Officer – Water, Sanitation, Hygiene (Wash)

Solidar Suisse is a non-governmentalorganization (NGO) whose purpose is to assist disadvantaged, persecuted and oppressed people in Switzerland and abroad with material support and by helping them to help themselves. The institution established in 1936 works for social justice and fights against exclusion and the division of society. Solidar Suisse has been operating in Lebanon since September 2012 implementing programs in Food Security, Non Food Item distribution and emergency response.  Solidar Suisse is seeking qualified candidates for positions of WASH Technical Officer to implement relief projects in Nabatieh and Jezzine and monitor activities in the field and report deviations directly to the Shelter Program Coordinator. Background:  This position will work directly with partner volunteers and beneficiaries in Nabatieh and Jezzine to conduct assessments, deliver shelter WASH assistance and monitor projects to improve the lives of refugees from Syria and provide critical support to host communities under the direction of the Shelter Project Coordinator and with guidance from the Technical Specialist (Monitoring and Evaluation). The WASH Technical Officer will coordinate with other NGOs, local authorities, beneficiaries and other members of the Solidar Suisse team to ensure the high quality implementation of WASH components and the maximum utilization of project resources. Primary responsibilities: Lead or actively participate in the design and testing of WASH assessments to ensure adherence to Solidar, donor and SPHERE quality and implementation standards. Participate in the analysis of information to support the development of new activities and projects in the WASH sector. Provide orientation to field offices and volunteers on WASH activities, standards and processes. Provide technical support and advice, to a minimum of SPHERE standards, to targeted refugees and landowners on water supply and sanitation if requested. Verify water and sanitation components of refurbishment BOQs and provide technical input into selection processes. Oversee all WASH related construction and refurbishment work in the field, including identifying skills and encouraging a self-help approach within the refugee populations themselves, to ensure all work adheres to SPHERE standards on water supply, sanitation (excreta disposal) and drainage. Inspect on a daily basis WASH activities at each site to ensure adherence to agreed standards and processes, including SPHERE standards. Monitor the delivery and quality installation of WASH materials in the field. Under the direction of the Project Coordinator, develop, implement and monitor a workplan for water and sanitation works in refurbished houses. Prepare daily/weekly reports for the Project Coordinator on assessment and instillation progress, contract status and beneficiary participation. Prepare relevant field reports that will feed into internal reporting and donor reporting requirements. Regular follow up of the beneficiary feedback and complaint mechanism to ensure that problems are appropriately recorded and addressed. Provide input into the development of WASH IEC materials. Other duties as requested by the Shelter Project Coordinator.

• A university degree or technical diploma in relevant field
• At least three years relevant working experience in a position which included practical work in water supply and/or sanitation.
• Excellent oral and written command of Arabic. English is an asset.
• Fully proficient computer skills and use of relevant software and other applications
• Excellent organizational skills and ability to prioritize and follow up on issues in rigorous manner
• Strong communication and teamwork skills, and demonstrable ability to establish and maintain positive internal and external working relations.
• Able to take the initiative, multitask and meet tight deadlines
• Experience in implementing humanitarian or development interventions is desirable
• Prior experience in report writing, monitoring and evaluation
• Strong negotiation and mediation skills
• Computer skills in word processing and spreadsheets
• Willingness to travel and work at field level at all times
• Commitment to ensuring the protection of refugees
• Commitment to humanitarian principles and values
