Trainer/consultant: Empowering The Municipalities

General Context: Solidar Suisse has been actively responding to the Syrian Crisis since 2012, assisting thousands of displaced Syrian and vulnerable Lebanese families with humanitarian assistance. Since 2013 Solidar Suisse delivers its assistance through its own team based in Nabatieh, South Lebanon. Among different programs’ sector, Solidar is implementing Community Support Projects (CSPs) which the main objective is to empower the municipalities where the infrastructure is overwhelmed because of the concentration of the Lebanese and Refugees population.   Overall goal and purpose of the training: Solidar Suisse would like to improve the quality of the CSPs selection through improving the quality of the projects proposed by the municipalities. Therefore, the goal of the training is to enlarge the selection criteria of the projects from the municipalities and empower them to select their projects based on needs versus available funding as well as empower them in writing proposals through presenting the impact of the proposed project.   Specific Objectives of the training: Train the municipalities on conducting  a basic SWAT analysis of their resources and capacities Train the municipalities on listing their needs based on the available and needed resources to be able to provide the needed public services to the Lebanese and Refugee population Train the municipalities on listing and prioritizing their projects needs Train the municipalities on presenting the impact of the proposed projects in their proposal.   Expected Results: Improved awareness on how to use available (internal or external) funding for implementing municipal projects. Ability to replicate methods in other context on other projects Improve the capacity of the municipalities to propose projects within the criteria of the Community Support Projects   Tasks of the consultant/Trainer: Taking into consideration that the preparation of the materials of the training will be included, the trainer will have 4 working days: 1 day: preparation with the team in the office and brief the team on the training which will be delivered to the municipalities.  2 days: Training a max of 25 people representing 25 municipalities in the South of Lebanon. 1 day: Reporting in English the following: Context of the activity Objectives; Participants; Organization of the training; Development of the training session; Methodology; Workshop delivery; Evaluation of the session.
