Tools for Dairy

The supplier is required to supply high-quality Dairy agricultural tools, as needed, in accordance with seasonal requirements and technical specifications provided by the project. The supplier scope of work will fall under the following main pillars: 

Supply of required agricultural tools as detailed in the tables below and based on the approved sample. 

Delivery of the procured tools within the agreed timeframe and to the designated location(s) West Bekaa (Khyara and Ghazzeh), Baalbek El Hermel governorates (Nasriyet Rezk- Kharbayeh), Shouf (Mresty- Jbah– Niha) and Aley (Sharoun- Azzouniyeh). 

Replacement or exchange of tools, if found to be defective or non-compliant with agreed specifications, within a reasonable timeframe. 

Supply of any additional or specific agricultural tools, whether locally manufactured or imported, based on project needs and technical recommendations. 

The quantities and items specified in the Bill of Quantities (BOQ) are indicative and based on preliminary estimations. Solidarités International (SI) reserves the right to request the full quantities listed, partial quantities, or specific items only, depending on project requirements and actual needs at the time of implementation. 

Suppliers are not required to quote for all items listed in the Bill of Quantities (BOQ). However, to be considered for technical and financial evaluation, each supplier must quote at least 50% of the total distinct items requested. For this procurement, the BOQ contains 28 distinct items; therefore, suppliers must offer valid quotations for a minimum of 14 items to be eligible. Proposals that do not meet this minimum item coverage threshold will be considered non-compliant and will not proceed to the scoring stage. 

To ensure compliance with the technical specifications outlined in the BOQ, all participating suppliers must present physical samples of each item quoted. The technical evaluation will be conducted through 
On-Site Field Visit to Supplier’s Location. Suppliers may request a scheduled on-site field visit, during which the SI technical evaluation team will visit the supplier’s premises. During the visit, the supplier must present all samples corresponding to the items quoted in the BOQ. 

Failure to provide physical samples of all quoted items may result in disqualification from the technical evaluation. 

Packaging and Transportation Conditions: The supplier shall ensure that all items are packaged securely and appropriately to prevent any damage during transportation or handling: 

Fragile and machinery items shall be packed using protective materials (e.g., bubble wrap, foam padding, reinforced boxes, pallets, etc.). 

Smaller tools and accessories shall be packed in sealed cartons, shrink-wrapped, or nylon-wrapped, as appropriate. 

Packaging must be suitable for road transport conditions in Lebanon, considering potential rough terrain and handling in rural areas. 

Kits shall be delivered to each farmer across the designated geographical areas according to a distribution plan provided by SI staff. Small and fragile items should be securely packed in a plastic box, with the cost of the box included separately, to ensure the protection of critical items that are susceptible to breakage or damage during transportation and handling 

Any damaged items due to poor packaging will be rejected at supplier cost. 

 

Delivery Confirmation / Receiving Process 

The supplier shall coordinate delivery schedules in advance with SI field teams to ensure timely and organized receipt of items. Upon delivery, each shipment shall be subject to inspection by authorized SI representatives. The inspection shall cover: 

Verification of delivered quantities against purchase order and packing list. 

Confirmation of compliance with technical specifications and sample-approved quality. 

Examination of packaging conditions to ensure items are transported safely. 

Functionality check for machinery, electrical equipment, and instruments such as milking machines, clippers, automatic drenchers, and thermometers; to verify they are fully operational and free from defects at the time of delivery. 

Receiving documents will be signed only after successful verification and acceptance of the delivered items. Any non-compliant items will be rejected, and the supplier shall replace them at no additional cost within a reasonable timeframe. 

 

Warranty / After-Sales Support 

For all equipment and machinery supplied, including but not limited to milking machines, electric clippers, digital thermometers, automatic drenchers, and any other mechanical or electrical devices the supplier shall provide a minimum warranty period of twelve (12) months starting from the date of successful delivery and acceptance. 
The warranty shall cover manufacturing defects, material faults, and operational failures that are not due to misuse or improper handling by the end user. 

The supplier shall ensure the availability of necessary spare parts and consumables for maintenance throughout the warranty period and beyond. In addition, the supplier shall provide after-sales service, technical assistance, or troubleshooting support upon request, at no additional cost during the warranty period.
