TASK
The Program Manager will:
Promote and ensure smooth merging of Hygiene Promoters and Community Mobilization team.
Ensure the timely implementation of activities and that SI's quality standards are met; propose adjustments or developments to maintain project relevance when necessary.
Coordinate activities with the program team and other departments of SI and INGOs in the zone of intervention.
Supervise the Activity Managers and Team Leaders.
Participate in strategic planning.
Prepare timely and accurate reporting to SI for donors and internal data collection and monitoring.
TASK DESCRIPTION
Project Design
In collaboration with the Field Coordinator, the WaSH Coordinator and its deputy, participate in the identification of new areas for intervention.
Participate in the design and planning of financial, human and logistical systems for program implementation.
Suggest new activities in accordance with context and indicators.
Partake in the preparation and implementation of assessments.
Regularly monitor activity indicators, program results and field context.
Take an active role in the creation of a national HPCM strategy.
Project Management
Supervise the implementation activities.
Guarantee that deadlines are met; set technical specifications.
Visit activity sites on a regular basis.
Support the Activity Managers and/or the Team Leaders with the assessment of human needs, logistical and financial resources needed at different program stages.
Identify any risks and constraints related to the program and propose mitigation strategies.
Adapt the beneficiary selection methodology as necessary; in particular, beneficiary selection criteria and registration mechanisms.
Adapt implementation strategies to improve field activities.
Ensure that safety procedures are respected at all times; that staff and equipment are secure and safe at all times.
Ensure the proper filing and archiving of all program related documents.
Update tools for monitoring financial, logistical and operational activities when needed (Operational Follow-Up, Project Planning Monitoring, Budget Follow-Up, indicators follow-up).
Together with the Field Co, WaSH Coordinator and Admin. Department, engage in monthly budget follow-up meetings.
Monitoring and Evaluation
Ensure the regular monitoring of all activities.
Adapt monitoring and evaluation tools and methodologies as necessary.
Facilitate program monitoring with the Monitoring & Evaluation team.
Coordination
Provide strong internal coordination with the Wash & Shelter Program Manager, Mapping team, M&E team and support departments.
Participate in external coordination with other NGOs, UN agencies through monthly sectorial meetings and ad-hoc working groups.
Participate in weekly base coordination meetings.
Ensure and promote smooth process of merging HP and CM department/teams
Reporting
Report activity progress to Field Coordinator on a regular basis.
Prepare regular reporting for the Distribution activities progress using the appropriate formats, reports and databases.
Report any type of problem encountered in the field (ensure that incident reports are filed).
Draft administrative documents to be signed jointly with governmental authorities, communities or partners.
Issue Internal Order Forms (IOF) and follow orders using the logistics service.
Ensure the collection and compilation of information about the progress of program/activities from the Activity Managers and/or Team Leaders.
Draft reports and schedules/appendices related to the activities for donors and/or sponsors.
Represent SI in collaboration with the Activity Managers to the relevant actors: local authorities, service providers, and partners.

CANDIDATE'S PROFILE
Strong management skills mandatory.
Background in social work or large scale identification programs preferable
Previous experience in project management.
Very comfortable with standard office software; data management very important
Previous experience in humanitarian field preferable
Excellent spoken and written English mandatory, French an asset
