Construction Supervisor_Tripoli

General objective:

Under the authority of the WASH Activity Manager, the Construction Supervisor will:

  • Supervise construction and rehabilitation activities across all WASH infrastructure components of the program;
  • Ensure the safety of workers, contractors and beneficiaries during implementation;
  • Report on construction progress, quality, and challenges to the WASH Activity Manager;
  • Support data collection and verification for reporting, MEAL, and donor requirements.

 

Responsibilities and main activities:

  • Identify technical needs for WASH infrastructure interventions, define scope of works, and contribute to technical assessments and BoQs as required;
  • Participate in contractor selection processes when required and supervise implementation to ensure compliance with SOLIDARITÉS INTERNATIONAL standards, technical specifications, quality, safety, and timelines;
  • Supervise WASH infrastructure works implemented in collective sites, public institutions, and community settings;
  • Ensure coordination with relevant authorities (municipalities, Water Establishments, and other stakeholders) for approvals, implementation, and handover processes;
  • Ensure works are implemented according to approved designs, BoQs, and contractual requirements;
  • Support field implementation of WASH interventions, including the distribution, installation, and supervision of project components such as water and sanitation infrastructure and related materials.

 

Reporting/Communication

  • Report your activities to the WASH Activity Manager;
  • Report the construction progress and update the relevant formats and databases for the construction activities
  • Report any technical, operational, safety, or safeguarding issues encountered in the field

REQUIRED QUALIFICATIONS

Studies: Degree in Civil engineering or equivalent

Experience:

  • At least 2 years’ experience in the same position or similar
  • 3 years of experience in humanitarian work or with NGOs, preferably in emergency response or constructions/rehabilitations activities
  • Proven experience in supervision of WASH and/or Shelter infrastructure works (water networks, latrines, tanks, rehabilitation works)
  • Experience working with contractors and monitoring BoQs, technical specifications, and work schedules in field conditions

Language: Good command of both English and Arabic (reading, speaking and writing)

IT:

  • Proficiency in Microsoft Office applications (Word, Excel, Outlook)
  • Experience with reporting tools, databases, and data collection systems (KoBo/ODK or similar is an asset)

Qualification:

Technical Skills:

  • Strong ability to read and interpret technical drawings, BoQs, and site plans
  • Knowledge of construction supervision, quality control, and basic HSE (Health, Safety & Environment) standards
  • Knowledge of data collection and activities monitoring tools.

Core Competencies:

  • Strong organizational and communication skills, teamwork, and respect for humanitarian principles. 
  • Strong field coordination and stakeholder management skills (municipalities, service providers, contractors)
  • Attention to detail and ability to ensure compliance with standards and donor requirements

Other Requirements:

  • Previous exposure to emergency response contexts and understanding of humanitarian standards and the “Do No Harm” principle are highly desirable
  • Valid driving license
  • Ability to work in high-pressure field environments with frequent travel to sites
  • Strong commitment to safeguarding, PSEA, and accountability principles
