Solidarités International is an International NGO working with vulnerable populations, mainly victims of armed conflicts and natural disasters. Specialized for nearly 40 years in the coverage of vital needs, S.I. takes charge of emergency and reconstruction programs.
With respect for cultures and close to the people, Solidarités International implements its programs by combining its skills with those of its employees and local managers.
Solidarités International's teams, made up of around 270 expatriates and nearly 2200 local employees, are today present in 18 countries in Asia, Middle East, Africa and Caribbean where they are particularly committed to fighting diseases related to unsafe water but also in the essential area of food security and livelihoods.
ABOUT THE JOB
General objective:
The Deputy MEAL Coordinator will assist the MEAL Coordinator and provide support to MEAL teams (MEAL Supervisors and MEAL Officers) in Zahle and Tripoli bases for standardizing the MEAL approach at mission level and implementing a monitoring, learning and evaluation plan at mission and programme level
S/he will coordinate with bases to provide support in developing tools and ToRs for studies/surveys (KAPs, Baseline, Midline, endline etc.) and ensure quality and integrity of data collection efforts and analysis.
S/he will coordinate with PMs and FCs to highlight the key issues related to quality and relevancy captured through MEAL mechanism (either through field monitoring or studies), their course correction and recommendations for future improvement;
S/he will support MEAL Coordination in organizing MEAL capacity building events for both MEAL and program staff.
The main challenges:
- Manage significant workload and conflicting priorities
- Setting up of Mission and Programme monitoring plans
- Promote organizational learning
Priorities for the 2/3 first months:
- Review project MEAL plans and conduct data quality assessment
- Set up monitoring system for SI Mission MEAL Plan
- Carry out internal mid-term and ex post project evaluations
- Ensure proper implementation of FCRM and referrals SOP
Responsibilities and main activities:
Monitoring and Evaluation of SI programs
- Support in developing project log-frame matrix and design outcome indicators;
- Develop data collection tools, methodologies and guidelines for projects and programme indicator;
- Prepare and update project level MEAL plans and share with relevant staff for timely data collection;
- Liaison/coordinate with bases/Field MEAL teams for timely completion data and sharing draft survey reports;
- Propose adjustments, new activities to improve the quality of the operations or approaches in consultation with technical coordinators;
- Ensure quality, validity and integrity of data collection, processing and analysis conducted by MEAL teams in the bases;
- In collaboration with MEAL Coordinator, prepare ToRs for evaluations and lead on internal evaluation exercises
Accountability
- Supervise the roll-out of the updated Feedback and Complaint Response Mechanisms (FCRM);
- Regularly review the FCRM database and provide feedback to the field teams if anything needs to be updated;
- With the help of the MEAL Supervisors, prepare monthly FCRM snapshots and circulate at mission level;
Institutional Knowledge Building (IKB)
- Make sure that all IKB tools are disseminated and used at the mission level;
- Participate in Institutional Knowledge Building (IKB) to capture lesson learned and recommendation related to MEAL;
- Update MEAL action point trackers and work together with technical coordinators and bases on action plans;
- Participate in centralizing and disseminating procedures, guides and tools with HQ;
- Use SI’s IKB tools to document MEAL tools and methodologies/approaches;
Learning and reporting
- Support MEAL Supervisors is drafting different surveys reports, i.e., KAPs, PDMs and another as required;
- Produce high quality learning reports
- Participate in the development of a learning strategy and action plan, in line with the association's technical framework, the country strategy and demonstration priorities;
- Participate in the programming / country strategy exercise;
- Contribute to the development of partnerships with research actors and universities when relevant;
- Keep up to date with research and learning initiatives with respect to the country’s sectors of intervention and areas of concern.
Capacity Building and Technical Support
- Organize training events for the bases related to MEAL, i.e., Data collection and analysis (method, format, software etc.), indicator’s progress tracking, Means of Verifications (MoVs), case studies/success stories Feedback and Complaint Response Mechanism etc.;
- Provide technical and methodological support to MEAL teams, data management (questionnaire design, sampling, data entry, extraction of useful data and interpretation) and integration of cross-cutting issues;
YOUR PROFILE
Specific skills and experience:
- At least three years of management experience in MEAL in NGOs
- Solid experience in at least one of the following sectors: WASH, Shelter, Livelihood, Protection
- Demonstrable experience in the design and use of both quantitative and qualitative data collection tools, and data coding, cleansing, analysis and presentation
- High skills in Excel (mandatory); skills in Power BI, SPSS and NVivo (preferrable)
- Strong understanding and experience in the Core Humanitarian Standards
Soft skills:
- Experience in team management
