ABOUT THE JOB
General objective:
- Oversee the design and implementation of the Wash and infrastructure projects.
- Contribute to the creation and use of tools for the management and follow-up of the projects.
- Contribute to data collection and writing proposals as necessary.
- Project cycle management throughout the whole period.
The main challenges:
- Effective management and follow-up of the project without a team.
- Supervision of big infrastructure works might be required in a different location in Bekaa and Baalbak area.
Priorities for the 2/3 first months:
- Understand all the WASH and Infrastructure projects in hand.
- Set a plan to manage and follow up on each project.
- Foresee any risks and measures to mitigate these risks.
Responsibilities and main activities:
Goal / Purpose:
The Deputy WASH & Infrastructure Program Manager will be required to:
Relevance, quality, and design of project activities
Support and Participate in the identification of areas in need of intervention.
Support WASH & Infrastructure PM for discussion, meeting with local authorities (civil council and technical department)
Participate in the design of technical program activities and related human and logistical needs for programs.
Participate in the preparation of technical needs assessments.
List of main tasks:
Project implementation, monitoring, and evaluation
Plan, design and supervise activities including but not limited to:
River infrastructure works (river embankment or other)
Irrigation works including irrigation channels and tanks as well as solar water pumping
Rehabilitation of boreholes including a solar panel system
WASH rehabilitation in informal settlements
Plan Water infrastructure rehabilitation/construction activities in collaboration with the field teams and the PM
Oversee the implementation of activities/projects to ensure SI is reaching technical standards of the contract signed (Technical specification) and meeting its deadlines.
Regularly visit the activity sites to oversee the implementation of works and shared situation reports according to the existing format.
Support the WASH & Infrastructure PM for the technical design of the activities: technical assessment/drawing (CAD) / BoQ / technical specification / tendering process
Support the WASH & Infrastructure PM for the technical monitoring of the activities according to contract and contractual duty (Contracts, MoU, internal SI requirement)
Support the WASH & Infrastructure PM with the identification of HR needs and logistical and financial resources needed at different stages of the activities/project.
Identify any risks and constraints related to the activity/project and propose alternate strategies to the WASH & Infrastructure PM.
Assist the WASH & Infrastructure PM to improve any activities/projects in the field.
Ensure that the safety of persons (SI and contractors) and equipment at intervention/project sites is guaranteed.
Assist the WASH & Infrastructure PM in the updating of tools for monitoring and forecasting financial, logistical, and operational programs.
Working with the WASH & Infrastructure PM, regularly monitor activity indicators, program results, activity progress, and contextual monitoring.
Inform the WASH & Infrastructure PM on the activities / logistic / administrative situation of the project on regular basis with adapted tools (reports / minutes / skype / Teams/ Zoom/ LINK …)
Reporting/communication
Participate in the drafting of several administrative documents (e.g. MoUs) to be signed jointly with local authorities, communities, and/or partners (English and Arabic version).
Immediately report any problem or information that could affect the projects/activities or the security of the teams to the WASH & Infrastructure PM.
Ensure the collection and compilation of information about the progress of projects/activities from the field officers and/or contractors
Prepare and submit weekly update reports on the progress of projects/activities to the WASH & Infrastructure PM.
Actively participate in internal and sector meetings with WASH & Infrastructure PM.
Ensure that all program-related documents and files are sent to the WASH & Infrastructure PM.
Represent SI on behalf of the WASH & Infrastructure PM and collaborate with relevant bodies: local authorities, camp management, beneficiaries, other Wash actors, health facility authorities, etc.
HR Management
Organise regular meetings with program teams and other departments.
Manage the WASH & Infrastructure team if relevant in the absence of the WASH & Infrastructure PM
Plan weekly activities and movement plan of the team with PM support
Participate in the recruitment of national program staff related to his program.
Supervise and monitor potential conflicts within the teams and inform the PM in case of a problem.
Identify and report any training needs for the teams to the program manager.
Actively participate in Training of Trainer (ToT) training workshops.
Assist/lead the implementation of training and capacity building of the team.
Partake in the assessment of team performance.
Monitor the teams to ensure that they are adhering to health and safety regulations.
Ensure all staff comply with SI security procedures while carrying out all activities.
Ensure the regular appraisals of staff members under direct line management are conducted
The Deputy PM – WASH & Infrastructure may be asked to drive SI cars and respect the driving policies set by the logistic department.

YOUR PROFILE
Specific skills and experience:
Bachelor’s Degree in Civil Engineering
Previous experience in NGO is an asset
3 years at least as an engineer or equivalent position (senior preferably)
Training/ Education
Engineering degree (civil, environmental, mechanical)
Good knowledge of the Bekaa area is preferable
Technical specific knowledge:
Ability to design and supervise infrastructure projects.
Technical implementation and management of contractors for successful completion of projects.
Knowledge of the Lebanese Water Code and the jurisdictions of different authorities.
Problem-solving and with the ability to assess challenges and recommend solutions.
Previous experience:
Experience in the implementation of WASH engineering projects specifically sanitation and water waste treatment.
Experience in infrastructure and hydraulics projects including but not limited to water waste networks and treatment, civil engineering, solar power system design and implementation.
Experience in following up the implementation of works with contractors ensuring technical engineering standards are met.
Significant experience in working in collaboration with local partners, government bodies, INGOs and donor agencies.
Personal skills
Good communication skills and facilitation with communities, organized, good team player, result-oriented.
Ability to manage a team and follow up on several sites simultaneously.
Ability to work under pressure.
Motivation and commitment to humanitarian work and values.
IT skills:
Windows domain, compulsory expertise in Excel.
Knowledge of AutoCAD and ArcGIS
