Solidarités International is an International NGO working with vulnerable populations, mainly victims of armed conflicts and natural disasters. Specialized for nearly 40 years in the coverage of vital needs, S.I. takes charge of emergency and reconstruction programs.
With respect for cultures and close to the people, Solidarités International implements its programs by combining its skills with those of its employees and local managers.

ABOUT THE JOB
General objective:
The Deputy Wash Coordinator, as technical advisor of the mission, contributes to the development of Solidarités International strategy by supporting identification of uncovered needs, supporting a sector-based strategy definition, and overseeing the quality of the WASH program implemented by the mission.
He/she specifically guarantees the quality and suitability of the proposed technical approaches and ensures the appropriateness of the WASH related activities and general SI objectives to the needs of the local populations.
Under the global direction of the WASH Coordinator, the Deputy will be in charge of supporting the technical coordination for WASH activities.
He/She will take part in the follow up of programs and the support to Program Managers for WASH activities and technical issues encountered.
He/She will take part in the support on reporting and project design.
Under the supervision of the WASH Coordinator, he/she will support the capitalization on the intervention methods and techniques, and on the experiences acquired by Solidarités International regarding WASH activities.
In collaboration with IM/MEAL department, he/she will support the development of SI data management and analysis capacity.
In addition the Deputy WASH Coordinator will be in charge of following different pilot projects, supporting Program Managers. He/She will be involved in assessment, analysis, design, implementation and monitoring steps.
Finally, if needed, he/she would have to replace the WASH Coordinator to represent SI at all technical and sectorial meetings or working groups related to WASH interventions.
Responsibilities and main activities:
Strategic orientation
- Support the WASH Coordinator in the development of a sector-based strategy in accordance with SI’s policies and priorities for the intervention country,
- Support diagnostic missions in the field of WASH,
- Support the WASH Coordinator in the monitoring and analysis of the WASH sectors and the analysis of donors’ strategies for WASH activities,
- Participate actively in programming work.
Relevance and quality of projects
- Ensure the relevance of any assessment carried out in the field of WASH,
- Propose and organize evaluation missions of ongoing projects and liaise with other SI’s departments (MEAL, IM, Liaison, etc) if needed to ensure access to data and the field,
- Support the program managers in setting up a technical approach and assessing the financial, human, and logistical elements of the programs to be implemented,
- Analyze the technical approaches and aspects of projects for WASH activities,
- Support the WASH Coordinator in ensuring that all WASH programs are implemented in line with Solidarités International annual operational strategy, technical requirements, applicable legislations, norms and standards including Sphere and the criteria stipulated by financial backers,
- Support the WASH Coordinator in developing the program teams capacities with techniques and new methodologies related to WASH interventions,
- Implement technical trainings and lead workshops in line with operational needs and training requirements
Coordination, technical support and operational monitoring
- Develop and maintain a monitoring table of ongoing projects to monitor progress and objective orientation,
- Maintain presence in the field on a regular basis, an provide direct and relevant technical support to the WASH and Infrastructure Teams,
- Analyze the quality criteria and performance indicators of WASH programs proposed by the program managers ensuring their relevance, regular follow-up, and analysis.
- Take part in the monthly review of programs (budgetary, operational, logistical…) under his/her functional lead, if any
- Provide support and advice to the logistical service for the purchase of specific materials for WASH activities,
- Provide technical and methodological support to program managers for the planning and implementation of WASH activities,
- Anticipate difficulties related to how WASH activities are carried out and facilitate problem solving,
- As part of the departmental Strategic review, participate to the analysis of the evolving context to propose the reorientation of WASH activities
Capitalization
- Support the use and dissemination of Solidarités International’s capitalization tools
- Support in the centralization and dissemination of procedures, guides and tools linked to WASH activities, including rolling out of developed SOPs.
- Propose improvements to existing tools, if necessary
- Support the capitalization on the intervention methods and techniques, and on the experiences acquired by Solidarités International and other actors in this activity field
Reporting / communication / representation
- Support the consolidation of WASH activity reports and supervise the preparation annexes linked to those activities for donors’ reports and/or proposals
- Analyze technical expertise reports
- Support the WASH Coordinator to maintain a communication network and good relations with local/government authorities, donors representatives, UN agencies and other international agencies
- Represent SI at technical and sectorial meetings or working groups related to WASH, as agreed with the WASH Coordinator
YOUR PROFILE
Specific skills and experience:
Education:
- Educational background in Environmental engineering, Water Engineering, Health, Environmental Health, Geography, Sociology, or other WASH related topics. An advanced University Degree is preferred, but not a must.
Experience:
- Minimum 2 years with INGO specialized in Humanitarian assistance
- Previous experience in WASH program management
- Previous experience in an advisory position is a plus,
- Experience in the Water Sector in Lebanon is a great asset,
- Previous experience with SI is preferable.
Technical skills and knowledge:
- Technical skills related to WASH: Water supply and treatment / Sanitation
- Strong management and training/capacity-building skills
- Display initiative with solid organizational and communication skills
- Very comfortable with standard office software
Soft skills:
- Autonomy and creativity
- Diplomacy and coordination skills.
- Problem solving skills and attention to details.
- Ability to work under pressure, with peaks of heavy workloads.
Language:
- Fully fluent in Arabic and English: excellent speaking, reading and writing skills.
SI WILL OFFER YOU
A salaried post: 2300 USD as basic salary
Vacation: 1.75 Paid Leaves per month
