External Relations And Liaison Manager

Main tasks: The ERLM is responsible on the one hand for ensuring clear and positive interaction with local authorities, and on the other hand for following up on the evolution of the security context and reporting to the Field Coordinator.   Reporting / communication / representation Write weekly and monthly reports on the progress of all external relations activities with local political and security stakeholders. Supply any further reports as required by the Field Coordinator. As directed by the Field Coordinator, participate in meetings related to external coordination (with local authorities, humanitarian coordination, and security meeting…) Facilitate communication between SI and authorities, influential local persons (land owners, municipality representatives, political leaders…) Write up handover and transition reports before the end of his/her employment contract, and pass these on to line manager.  Security Relay to the Field Coordinator any information on the security context, or any event that may have potential consequences on SI activities and team security. Build an internal and external information collection network covering the entirety of SI’s intervention area Make security follow-up on weekly basis and security debriefing minimum at monthly basis. Inform and explain to new staff all internal security  procedures Coordination with all authorities in link with security to gather timely security information having a potential impact on SI movements or activities, and also to provide them with basic information about SI activities, as directed by the Field Coordinator. Work with staff, partners, communities and other stakeholders to reduce operational security risks to the lowest possible level. Monitor the security environment in intervention areas, updating and detailing risk assessments as required As delegated by the Field Coordinator, attend field-level safety and security coordination meetings. Manage the operational security in collaboration with the Tripoli Field Coordinator and Logistician As requested by the Field Coordinator, write capitalization reports on the political and security context in SI’s intervention areas in Lebanon..   Assesment When required, conduct and supervise security assessments and write the final report. Facilitate meetings with external stakeholders and act as translator when required Give training to the assessment team on the different methodologies used Follow SI tools and methodologies during any assessment. Supervise on daily basis the assessment progress and report to relevant person. Consolidate and check the data for final report. If required participated to data analysis.
