Food Security / Livelihood Coordinator

MISSION As the Syria Crisis is in its fourth year, humanitarian needs inside Syria and in neighboring countries continue to rise. Given the regional instability, the Lebanese political deadlock and poverty, the population influx has put Lebanon under severe strain. As Lebanon has maintained an open border policy, and with more than 1, 00,000 refugees registered with UNHCR, one out of five residents in the country is now a refugee. In order to address the immediate needs of both Syrian refugee and Lebanese host families affected by the Syria crisis, SOLIDARITES INTERNATIONAL (SI) has launched in March 2013 its operations in North Lebanon, in the two districts of Minieh-Denieh and Zgharta. Responding to the most essential needs of the populations affected by the Syrian crisis, SI intends to improve their living conditions and enhance their livelihood. RESPONSIBILITIES: The Livelihoods Coordinator as technical advisor of the mission, contributes to the development of Solidarités International strategy by supporting identification of uncovered needs, proposing a sector-based strategy and overseeing the quality of the Cash Transfer Programs implemented by the mission. This role encompasses a very strong component of coordination with other stakeholders (INGOs, UNHCR, WFP) to define the cash transfer model for Lebanon, to align in terms of operational set up and tools used, and refer to a common targeting of beneficiaries. Thus, the Livelihoods Coordinator ensures SI representation and active contribution to the cash and food security working groups, and reports on SI interventions. He/she specifically guarantees the relevance, quality and suitability of proposed technical approaches and ensures harmonization with other cash actors. He/She contributes to the process of institutional knowledge building and the improvement of Solidarités International methods and techniques in the field of Livelihoods. He/She builds up the technical skills of the program team in the field of Livelihoods and more particularly Cash Transfer Programming (CTP) PROFILE : Education: Bachelor/Master Degree in economy, humanitarian project management, local development (desirable but can be balanced by experience) Experience: Minimum 3 years’ experience with INGO specialized in humanitarian assistance Significant experience in a Cash Transfer Programing is required Experience in representing an organization in strategic and operational meetings is required Experience in team management and capacity building Experience in conflict/post-conflict contexts, preferably with experience in supporting emergency responses; Previous experience with SI an asset. Technical skills and knowledge: Excellent diplomacy and representation skills; Capacity to provide leadership and be a unifying force; Ability to write clear and well-argued proposals and reports Problem solving and analytical skills with the ability to assess challenges and recommend solutions Very comfortable with data management and standard office software. Strong management skills, with the ability to delegate and strong training skills Strong ability to ensure compliance with SI’s rules and procedures , and proper usage of tools Stress management skills: Ability to work under pressure to meet tight deadlines, with peaks of heavy workloads; Adaptability to changing work environment and possible volatile security situation; Languages: Fluent English: speaking, reading and writing skills Arabic is desirable
