PRESENTATION OF THE ORGANIZATION
SOLIDARITES INTERNATIONAL (SI) is an international humanitarian NGO which, for more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water and shelter. Present in around twenty countries, SI's teams - 2000 people in total made up of expatriates, national staff, permanent staff at headquarters, and a few volunteers - work with professionalism and commitment while respecting cultures.
In Lebanon, SI is developing an ambitious FSL programming aiming at supporting (i) the food security of communities affected by the economic crisis and (2) strengthening the resilience of local farming systems toward economic and climatic shocks. In Beqaa governorate, SI is supporting small holder farmers through projects improving access to seeds, promoting agro-ecological and agro-forestry practices, supporting value chains and improving sustainable use of natural resources through watershed approaches.
DESCRIPTION OF THE POSITION
General objective:
The FSL coordinator contributes to the development of Solidarités International strategy by proposing a sector-based strategy in the field of FSL.
He/she specifically guarantees the quality and suitability of proposed technical approaches and ensures the appropriateness of FSL activities and general SI objectives to the needs of the local populations.
He/she coordinates the project cycle and more particularly the operational monitoring of FSL programs implemented in the intervention country.
He/she contributes to the process of capitalization and the improvement of SI methods and techniques in the field of FSL.
Priorities for the 2/3 first months:
- Design SI FSL strategy for Lebanon mission in collaboration with the regional FSL advisor and DCD for Programs
- Support and work closely with Supply team for specific procurements linked to new FSL projects
- Lead assessments related to Food Security, livelihoods, markets and value chain in SI areas of interventions
- Coordination with the local stakeholders and the other actors (local and international) working in FSL
- Active participation sectors and actors linked to FSL
- Capitalize on previous FSL projects and activities and follow-up on recommendations implementation
Responsibilities and main activities:
Strategic orientation
- Propose and develop a sector-based strategy in accordance with SI’s policies and priorities for the intervention country.
- Propose and organize diagnostic missions in the field of FSL
- Support the Deputy Country Director/Head of Programs in the monitoring and analysis of the FSL sector and the analysis of donors’ strategies for FSL activities
- Be the driving force for putting new FSL activities into place.
- Participate actively in programming work
Relevance and quality of projects
- Confirm the relevance of any FSL assessments carried out
- Propose and organize evaluation missions
- Support the program supervisor/s in setting up a technical approach and assessing the financial, human, and logistical elements of programs to be implemented.
- Approve the technical approaches and aspects of projects for FSL activities
- Ensure that all FSL programs are implemented respecting Solidarités International annual operational strategy, technical requirements, and the criteria stipulated by financial backers.
- Ensure the relevance and consistency of FSL programs vis-à-vis the needs of the local populations.
- Ensure that the programs under his/her supervision achieve the required results
- Ensure that work meets sustainability requirements and that established norms and standards are respected
- Develop the FSL team capacities with techniques and new methodologies
Coordination, technical support and operational monitoring
- Ensure that resources from the Tool Box are used correctly in the management of the FSL project cycle.
- Ensure that the planning and monitoring timetable is consolidated / validated
- Approve the quality criteria and performance indicators of FSL programs proposed by the program managers.
- Ensure that monitoring indicators are in place and relevant
- With the coordination team, take part in the monthly review of programs (budgetary, operational, logistical…)
- Provide support and advice to the logistical service for the purchase of specific materials for FSL activity
- Provide a technical and methodological support to program managers for the planning and implementation of FSL activities
- Supervise and support the FSL program managers, monitor and evaluate FSL activities implemented
- Anticipate difficulties relating to how FSL activities are carried out and facilitate the resolution of problems linked to FSL programs
- Propose the reorientation of FSL activities according to changing context and indicators
Capitalization
- Ensure that Solidarités International’s capitalization and lessons learnt tools are correctly used and disseminated throughout HQ (technical unit and desks)
- Participate in the centralization and dissemination of procedures, guides and tools linked to FSL activities
- Propose improvements to existing tools
- Form a network of FSL experts, develop technical partnerships with others actors in this sector of the intervention zone and regularly keep the technical unit informed of this
- In coordination with the technical unit, capitalize on the intervention methods and techniques, and on the experiences acquired by Solidarités International and others actors in this activity field
- Ensure that handover reports are written by all program managers before the end of their contract and that these are sent to headquarters
Personnel management
- In conjunction with HQ HR, define the prerequisites for FSL position openings and adapt existing criteria if necessary.
- Welcome and brief expatriates working on FSL programs
- Identify training requirements within the FSL team and the resources available in the work area
- Implement technical training in line with operational needs identified by training requirements
- Lead workshops, coordination meetings and/or technical exchange programs
- Evaluate and assess the performance of collaborators under his/her direct supervision
- Actively participate in the organization of regional technical weeks and compiling reports of these work sessions
- Supervise adherence to security regulations by personnel under his/her supervision
Reporting / communication / representation
- Support the Country Director and Deputy Country Director/Head of Programs with fundraising and the negotiation and examination of project proposals relating to his/her activity
- Convey information to the relevant authorities on security matters or any event having a possible consequence on Solidarités International activities and the security of the teams.
- Consolidate FSL activity reports and supervise the preparation annexes linked to FSL activities for reports and/or financial donors
- Ensure that all reports are delivered on time and in the correct format
- Validate technical expertise reports
- In conjunction with the Country Director and Deputy Country Director/Head of Programs, establish and maintain a communication network and good relations with local/government authorities, financial donors representatives, UN agencies and other international agencies
- Ensure that SI is represented at all meetings or forums concerning FSL activities
- Ensure and supervise regular reporting of SI FSL Activities to relevant coordination forums (sectors, working groups)
- Represent the organization when asked and/or delegated to do so
- Reply to headquarter requests regarding specific needs

PROFILE NEEDED
Studies :
- Advanced university degree (minimum BA) in agriculture, agronomy, agroeconomics, economic science, environmental sciences, or equivalent with significant experience in FSL, agricultural projects/activities)
Experience :
- At least 5 years’ experience in the FSL Sector within humanitarian contexts with a minimum of 1 year within a FSL Coordinator/Advisor role
- Demonstrated experience in FSL emergency and post-emergency contexts
- Previous experiences at management, project management and sectorial/programs coordination
Language :
- English and Arabic required
Technical Skills and knowledge :
- Agronomy and agricultural science
- Agroforestry and agroecology
- Economic empowerment (financial inclusion, VSLA, farmers’ business schools, etc.)
- Value Chains and Markets analysis
- Market Based Programming
- Environment and climate change adaptation
- Able to develop SI strategy and translate to operations
- Demonstrated skills and knowledge in FSL integrated programming with particular interventions (watershed interventions, WASH, Infrastructure), in addition to linkages between emergency, recovery and development programmatic designs.
- Demonstrated skills and knowledge in agriculture programming and cash-based interventions
- Demonstrated skills and knowledge proposal writing, donor rules and regulations, validation procedures & coordination of processes
Soft Skills :
- Ability to independently organize work and prioritize tasks
- Strong diplomacy skills, patience and clear communication skills
- Ability to coordinate many departments / teams and provide guidance and leadership
- Demonstrate an understanding of the international humanitarian response and coordination mechanisms, and humanitarian reform
- Commitment to the fundamental principles of SI’s charter and ethos.
