ABOUT THE STRUCTURE…

SOLIDARITES INTERNATIONAL (SI) has launched its operations in Lebanon in March 2013 to address immediate needs of both Syrian refugees and Lebanese affected by the Syrian crisis. Ever since, SI in Lebanon has transitioned towards more integrated programs to still address basic needs but also implement developmental and more sustainable interventions in WASH, shelter and Disaster Risk Reduction.

SOLIDARITES INTERNATIONAL’s mission in Lebanon has two operational bases (Tripoli and Zahle) and a coordination office in Beirut. The expatriate team consists of 18 staff members, while the national team represents about 115 staff members. At the time of writing, SI LEB budget volume amounts to roughly 15/16 M USD, Tripoli base counted for 60% of this amount and Zahle base for 40%.

The Human Resources department for the mission:

3 people in Beirut and 4 at bases level.

 

ABOUT THE JOB

General objective: “Train people well enough so they can leave. Treat them well enough so they don’t have to.”

The HR coordinator is responsible for the overall management and execution of Solidarites International Human Resources policies, procedures, guidelines and tools across Lebanon.

S/he will also be responsible to provide the organization with the best talented available and to position the organization as an employer of choice.

The scope of the position covers all the other main axes of Human Resources scope: contracts management, orientation, learning and development, performance management, compensation and benefits, policy and labor law compliance, employee engagement and staff care

This position required skills in cross-cultural human resource management and communication, as this role involves supporting both international and local staff.

The Human Resources Coordinator will also liaise with local authorities and service providers in relation to all HR matters, complying with local labour laws.

He/she is the mission point of contact and the link between HQ and the mission for any questions relating to Human Resources.

 

Priorities for the 2/3 first months

ISR: pending validation with MoL è dissemination through the bases to be done once validated

Training plan to be set up

Induction Days to be monthly organized for all the newcomers

 

Responsibilities and main activities:

Ethics

  • Ensure that the staff behaviors are compatible with high ethics standards, paying particular attention to gender issues & Code of conduct.
  • Take part in abuse and risk prevention

HR Partnership & Strategic Support

  • Complete the establishment of the HR department and provide management oversight and leadership.
  • Develop an HR that is in line with the organization and mission objectives.
  • Take part in drawing up accurate HR set up

Hiring & Recruitment

  • Oversee full-cycle recruitment process for new staff, employing traditional sourcing strategies and employing innovative, creative recruiting methods to hire the best talent.
  • Pay a particular attention to the equity and fairness all throughout the process
  • Review and approve job position requests, job descriptions and make recommendations, ensuring accuracy and consistency.

HR Administration & Compliance

  • Serve as the primary source of HR knowledge in response to employees requests
  • Review, edit and craft HR policies in compliance with all local labor laws as well as internal guidelines.
  • Lead exit management procedure to ensure seamless and positive transition for departing employee.
  • Organize and lead information and coordination meetings

Full-Cycle Employment Management

  • Take part in the welcome and HR briefing for ALL the newcomers
  • Promote a culture of values for Professional Conduct -Integrity, Service, Equality and Accountability.
  • Supervise the performance management process,
  • Drive the implementation and improvement of Solidarités International training policy and monitor staff development

Compensation & Benefits Management

  • In partnership with HQ and the Country Director, take part in defining Solidarités International salary and social policies and implement these policies.
  • Evaluate risks linked to changes in compensation and social policies
  • Ensure the process of the monthly HR payroll documentation on timely basis ensuring completeness and accurate documentation
  • Ensure that statements and payments are made to the organizations concerned
  • Ensure that all exiting staff clearance forms are submitted before final dues are processed.

Reporting

  • Ensure HR administrative reporting to headquarters in accordance with the time frame specified by the administrative calendar
  • Draw up the HR annexes for the donor reports
  • donor reports, focusing on the analysis and the HR cost of the programs

Legal

  • Ensure that disciplinary procedures are respected and confirm eventual sanctions
  • Ensure the administrative monitoring of disputes and represent Solidarités International before administrative authorities and, if necessary, legal authorities
  • Establish and maintain relations at a national level with administrative authorities linked to HR. Constantly monitor legal developments, review local labor laws regularly, approve information collected by law firms and integrate this information in Solidarités International documents
  • Take part in meetings relating to HR issues, represent SI on request and/or by order
  • Act as liaison between headquarters and the field for matters relating to Human Resources management
  • Take the necessary steps with authorities if required (registering personnel, submitting documents...)

YOUR PROFILE

Specific skills and experience:

Essential Degree in Administration or HR. highly desirable
Master level specialization in Human resource management.

At least three years in NGO is ESSENTIAL

Language:

  • Good command of English.
  • French is a real plus.
