HULO Joint Procurement Initiatives Manager_Beirut

General objective:

The Joint Procurement Initiatives Manager is responsible for leading the complete management of the 'Joint Procurement Initiative' (JPI) planned by the Hulo community. He/she is responsible for facilitating meetings and working groups related to the JPI, ensuring the implementation of the various stages of the joint procurement process, as well as monitoring their use and the performance of engaged suppliers.

He/she coordinates needs assessments in conjunction with the Hulo Community, facilitate the progress of joint procurement files across different sectors and markets, while simultaneously strengthening inter-NGO coordination and contributing to the expansion of the Hulo network.

In the context of joint procurement, he/she ensures the planning, implementation, and monitoring of activities, while upholding humanitarian principles as well as standards of transparency and accountability.

He/she is supported by the Hulo Country Representative. In the absence of the Country Representative, he/she may represent the cooperative at certain forums.

Responsibilities and main activities:

OPERATIONAL MANAGEMENT OF JOINT PROCUREMENT INITIATIVES (JPI)

In compliance with the Hulo toolkit and the initiatives identified by members of the Hulo Community, the incumbent shall:

  • Consolidate and analyze the needs of participating organizations.
  • Analyze the relevant market based on the consolidated needs, by gathering data, reviewing sector context, and engaging with relevant suppliers.
  • Develop and validate the procurement strategy with participating organizations based on the needs and market analysis.
  • Facilitate the execution of joint procurement processes, adapting the approach to the modality of each initiative.
  • Ensure the production of key documentation for the JPIs.
  • Convene and engage the Hulo Community throughout each JPI cycle, including key decision points.
  • Drive implementation of the JPI yearly roadmap and adapt it in response to changing member needs or operational context.
  • Monitor and analyze JPI utilization through the systematic collection and review of signed framework agreements and purchase orders from participating organizations.
  • Manage relationships with engaged suppliers throughout the framework of agreement period, including performance monitoring and conflict resolution between NGOs and suppliers.
  • Ensure that the predefined objectives for each initiative are met and assess the satisfaction of all stakeholders

COMPLIANCE, QUALITY AND ACCOUNTABILITY

  • Ensure that joint procurement complies with Hulo's internal procedures.
  • Collaborate with the Country Representative to update the monitoring and quality system, incorporating key performance indicators for JPIs, in coordination with the Business Analysis and Research Unit and Hulo's Environmental Department.
  • Contribute to organizational archiving and guarantee compliance of procedures in all documents produced.
  • Prepare activity-related reports within the deadlines set.

  • Responsible for the filing and archiving of documents that he/she produces in accordance with internal procedures.

COMBATING ABUSE

  • Creates and actively collaborates in the implementation of a work environment that prevents inappropriate behavior.
  • Participates in communication around the existence of the SI ethical framework.
  • Respects the protection of the information always exchanged in the context of a report and its processing.
  • Implement measures to mitigate the risk of abuse
