Solidarités International is an International NGO working with vulnerable populations, mainly victims of armed conflicts and natural disasters. Specialized for nearly 40 years in the coverage of vital needs, S.I. takes charge of emergency and reconstruction programs.

With respect for cultures and close to the people, Solidarités International implements its programs by combining its skills with those of its employees and local managers.

Solidarités International's teams, made up of around 270 expatriates and nearly 2200 local employees, are today present in 18 countries in Asia, Middle East, Africa and Caribbean where they are particularly committed to fighting diseases related to unsafe water but also in the essential area of food security and livelihoods.

 

ABOUT THE JOB

General objective:

Under the supervision of the Human Resources Coordinator, the Human Resources Manager carries out administrative and human resources management of his/her base, in compliance with donor and SOLIDARITES INTERNATIONAL procedures.

He/she is one of those accountable for the implementation of all Human Resources policies & procedures related to the mission strategy, recruitment & career management of the personnel as well as HR awareness-raising sessions.

He/she supports, monitors and trains the members of his/her HR team.

He/she is the Human Resources focal point at base level for each manager.

 

The main challenges:

Minieh base is a growing base with more than 90 employees. This base has never had a dedicated HR.

This position is therefore a job creation, the candidate will have to find his/her place and know how to become indispensable.

The needs in terms of training, pedagogy on HR tools, monitoring of career paths are a priority.

We are looking for a rather generalist HR, capable of setting up monitoring and steering tools, having a global and complex view on SIs HR policy, supporting the managers etc…

 

Responsibilities and main activities:

HR management of personnel

  • Supervise the HR management of personnel recruitment and hiring at his/her base
  • Ensures that new employees follow a dedicated integration process
  • Supervise employment contracts’ management for employees at his/her base, and ensure that they are adhered to SOLIDARITES INTERNATIONAL procedures
  • Verify and validate the monthly payroll
  •  Check updates of databases with personnel related information on the Homere software
  • Assist in ordering and determining disciplinary measures in supervision from Field Coordinator and HR Coordinator
  • Apply the formalities provided for sanctions and for termination or breach of contract
  • Oversee the setting up of legal representation and consultation bodies for personnel at his/her base, and assist in conflict management and resolution
  • Track the cost of living

Implementation of the national HR policy

  • Participate actively with the HR coordination team, in the development of the mission's HR strategy and of the HR set up at base level
  • Participate in defining and monitoring the implementation of HR policy at base level in accordance with SOLIDARITES INTERNATIONAL procedures
  • Support & provide guidance to managers at base level on their role & responsibilities towards HR management
  • Monitor and evaluate risks linked to changes and propose improvements related to the HR policy to the HR coordination

Team management

  • Define the needs of HR personnel at his/her base, and recruit according to the resources allocated
  • Train, support and evaluate the HR team at his/her assignment base
  • Train HR team in order them to be able to replace the manager and do all his/her tasks when off
  • Plan and direct the activities of the HR team
  • Lead meetings for the HR team
  • Organize HR training sessions at base level
  • Ensure minimum staffing levels for the administrative service during periods of absence (vacation, illness...)
  • Ensure that performance reviews are carried out according to defined procedure, and monitor the professional development of personnel
  • Centralise training needs  at base level, participate in the annual training program with the HR coordination

 

Administrative management of the base

  • Ensure completion of paper and digital filing, as well as securing HR documents at base level and check updates of individual personnel files
  • Ensure the back up of all files at base level is up to date
  • Supervise the sending of HR files to the  coordination

 

Reporting/Communication

  • Establish and maintain relationships with local and regional administrative authorities, monitor regulations in force
  • Take part in meetings relating to human resources aspects, represent SOLIDARITES INTERNATIONAL on request and/or by order
  • Ensure administrative and financial reports are made to the coordination according to the SOLIDARITES INTERNATIONAL administrative calendar
  • Conduct meetings and communication with personnel

The above list is a non-exhaustive one, nor limitative. The Human Resources Manager could be asked other responsibilities and tasks within the framework of his/her job on demand of the line manager.

YOUR PROFILE

Specific skills and experience:

  • Education : Essential Degree in Administration or HR is highly desirable. Master level specialization in Human resource management.
  • Experience:  At least three years of relevant work experience in the same position, desirably with other INGO.
  • Knowledge and skills: Good analytical and writing skills/Good management capacities and team leadership spirit, HR management, Lebanese labor law.
  • Previous experience with NGO is an asset
  • Problem solving and analytical skills with the ability to assess challenges and recommend solutions
  • Strong training/capacity-building skills
  • Computer literacy with very good command of MS Office

 

Soft skills:

  • Excellent diplomacy skills
  • Good verbal and written communication skills
  • Flexible (will have to take on responsibilities that might not be directly on his/her JD)
  • Stress management skills: ability to work under pressure to meet tight deadlines, with peaks of heavy workloads;

Language:

  • Fluent English and Arabic: speaking, reading and writing skills
  • French are assets

Others:

SI WILL OFFER YOU

A salaried post: 2,000 USD – Basic salary

Vacation: 1.5 Paid Leaves/month
