IM & MEAL Officer (Saida)

General objective:

Under the supervision of the Monitoring, Evaluation, Accountability and Learning (MEAL) Supervisor, the IM & MEAL Officer is responsible for the design, implementation, and continuous improvement of information management and MEAL systems to support high-quality program delivery. The role ensures reliable data collection, analysis, and reporting, while promoting accountability to beneficiaries and evidence-based decision-making across programs.

Key Responsibilities

Information Management & Data Systems

These tasks will be for the Lebanon mission as a whole and may not only be dedicated to the base in Saida.

  • Design, develop, and maintain data collection tools and databases to support program and MEAL activities.
  • Develop and code digital data collection tools (e.g., Kobo forms) for assessments, registrations, monitoring, and post-distribution activities.
  • Establish and implement data quality control mechanisms to ensure accuracy, consistency, and reliability of data.
  • Manage data extraction, cleaning, validation, and consolidation from multiple sources.
  • Maintain structured and standardized databases enabling data aggregation and reporting.
  • Ensure proper data storage, documentation, and accessibility in line with internal procedures.
  • Support program teams in managing beneficiary databases and tracking program indicators.

Monitoring, Evaluation, Accountability & Learning (MEAL)

  • Conduct baseline assessments prior to program implementation.
  • Carry out post-distribution monitoring (PDM), post-implementation monitoring (PIM), and other assessments using appropriate methodologies (household surveys, FGDs, KIIs).
  • Perform regular field monitoring visits to track program implementation and outputs.
  • Ensure timely and accurate collection of qualitative and quantitative data using standardized tools.
  • Analyze monitoring and assessment data to evaluate program performance and outcomes.
  • Generate regular reports, dashboards, and data visualizations to inform decision-making.
  • Identify key findings, trends, and learning points, and formulate actionable recommendations.
  • Work closely with program teams to integrate learning and improve program quality.

Accountability & Protection Mainstreaming

  • Support and implement accountability mechanisms, ensuring beneficiary feedback is collected, documented, and addressed in a timely manner.
  • Monitor and promote inclusion, gender sensitivity, and “Do No Harm” principles across program activities.
  • Conduct field-level accountability checks to ensure adherence to ethical and protection standards.
  • Report any protection concerns, feedback, or breaches of conduct to the line manager.

Reporting & Knowledge Management

  • Produce clear, concise, and timely MEAL and IM reports, including analysis and recommendations.
  • Maintain organized documentation and archiving of MEAL and IM materials.
  • Contribute to internal and external reporting requirements as requested by the MEAL Supervisor.
  • Ensure data and findings are effectively shared with relevant stakeholders.

Team Management & Capacity Building

  • Recruit, train, and supervise enumerators and daily workers involved in data collection.
  • Build the capacity of field teams on data collection tools, methodologies, and quality standards.
  • Plan and oversee field data collection activities to ensure efficiency and data quality.

Coordination & Communication

  • Maintain regular communication with the MEAL Supervisor, providing updates on activities, challenges, and priorities.
  • Collaborate closely with program teams to ensure alignment between data systems and program needs.
  • Coordinate with local authorities and stakeholders during data collection and field activities when required.
  • Represent the organization in the field and clearly communicate the purpose of activities to communities.
  • Participate in internal meetings and trainings as requested.

PROFILE NEEDED

Education: Bachelor’s degree in a relevant field such as information management, data analysis, statistics, computer science, development or humanitarian studies or other relevant degree.

Experience: 1–3 years of experience in humanitarian work or with NGOs, preferably in IM or M&E teams. Previous experience in information management is necessary.

Languages: Good command of both English and Arabic (spoken and written).

IT Skills: Proficiency in Microsoft Office applications (Word, Excel, Outlook), Kobo or ODK, Survey123.

Technical Skills: Strong skills in information management, coordinating with authorities, particularly in South Lebanon.

Core Competencies: Strong organizational and communication skills, ability to work under pressure, teamwork, and respect for humanitarian principles.

Other Requirements: Previous exposure to emergency response contexts and understanding of humanitarian standards and the “Do No Harm” principle are highly desirable.

A salaried post: 1,325 USD as basic salary
