ABOUT THE ORGANIZATION:

Solidarités International (SI) is an international NGO working with vulnerable populations, mainly victims of armed conflicts, other man-made crisis and natural disasters. Specialized for more than 40 years in the coverage of vital needs, SI takes charge of emergency, early-recovery and reconstruction programs.

With respect for different cultures and close to the affected people, Solidarités International implements its programs by combining its organizational know-how and competencies with the skills and expertise of its employees and local managers.

 

Solidarités International's teams, made up of around 270 expatriates and nearly 2,200 local employees, are today present in 18 countries in Asia, the Middle East, Sub-Saharan Africa and the Americas where they are particularly committed to fighting diseases related to unsafe water and poor hygiene conditions but also in the essential area of food security, livelihoods and basic assistance.

 

ABOUT THE JOB:

General objective:

The Logistics Manager will implement, supervise and manage all logistics operations (save procurement and supplies) related to the commitment of SI in the Northern region of Lebanon (North & Akkar governorate) at his/her assigned base in order to ensure the efficient and timely implementation of operations.

The main challenges:

  • The general operating environment is challenging since marked by the ongoing economic and political crisis affecting severely an already precarious region (compared with other regions in the country). Road blocks, civil unrest, issues of social cohesion, fading support by local authorities since being partially dysfunctional is rampant. These factors are to a certain extent shaping and affecting the management of logistics operations in general and the provision of security assistance to the Field Coordinator and the Security and Liaison Manager in particular.
  • Given the large number of vehicles deployed in the region for implementing various interventions/operations, and in view of challenging market conditions (fuel scarcity, performance of suppliers) the Logistics Manager bear an important responsibility to ensure resourcefulness (consumption, deployment), compliance with SI’s standards and rules and accountability towards SI and other stakeholders/donors.
  • Given the large number of employees using different types of assets (IT, communication, support devices) in order to deliver their work and fulfil their tasks in duly and timely manner the Logistics Manager will be in charge of ensuring the proper functioning, maintenance and storage of procured equipment and items. 
  • Since SI rents various premises in different locations, namely one office in Tripoli and one in Halba as well as a guest house in El Mina the Logistics Manager has to ensure the proper administration and functioning of the above-mentioned facilities in view of a challenging socio-economic context in the region.
  • Based on his/her own technical expertise and management competencies the Logistics Manager is expected to lead a relatively young team, build up further its capacities, empower it in getting more autonomous and give a positive dynamic to them in the sense of forging team spirit.
  • By considering the role of logistics as a key support unit within an organizational structure the Logistics Manager is expected to well liaise with and reach out pro-actively to the programme team and regional coordination in order to ensure the proper linkage between programme and support as well as to use allocated resources the best and most resourceful way.

Priorities for the first 2/3 months:

  • Gain swiftly a proper understanding of the set-up and the ongoing operations of SI in the Northern region of Lebanon.
  • Establish a proper way of working and coordinating with the procurement and supply unit as well as with the finance unit under the aegis of the support department in the region.
  • Assess swiftly the status quo of the quality and performance of the different sectors of responsibility such as car fleet, IT/equipment, communication, premises etc. and come up with a plan of improvement if necessary.
  • Understand swiftly the different tools used and procedures applied by SI to manage and follow-up logistics operations and to report on their achievements and status quo on a regular base to SI and donors/partners.
  • Assess the competencies and capacities of the logistics team in order to identify needs for further support and to plan with support of HR further commitment in empowering and capacity building.

Responsibilities and main activities:

Vehicle Fleet Management

  • Supervise the planning and execution of maintenance and repair work on mission vehicles
  • Supervise vehicle movement schedules
  • Permanently ensure that all drivers have received general training and carry out regular testing
  • Ensure that drivers are aware of their obligation to adhere to Solidarités International safety rules and procedures
  • Check that vehicle log books are in place and are used correctly
  • Ensure that fuel consumption and vehicle mileage are monitored, consolidated, analysed and recorded
  • Ensure that all vehicles have accompanying administrative documents and that these are correctly filed and monitored

Equipment/Telecommunications Management

  • Update inventory in real time for Tripoli and Halba bases
  • Optimize distribution of materials according to task needs for Tripoli and Halba bases
  • Organize the installation, safe-guarding and monitoring of materials for Tripoli and Halba bases

Management and Monitoring of IT Equipment

  • Supervise the update antivirus software
  • Implement backup and data-protection procedures
  • Supervise the maintenance and correct use of IT equipment
  • Supervise IM specialized software installation and update (for specific use such as mapping, HR, coding, etc…)
  • Ensure network connections and  security (through pertinent software), including bandwidth use oversight and access controls
  • Supervise IM files storage/organization/access/naming conventions
  • Supervise IM replications/databases administration and management
  • Supervise IM Back-up and restorations

Premises Management

  • Ensure premises are secured, maintenance and rehabilitation done.
  • Manage and follow-up lease agreements
  • Ensure that life and work conditions established by the logistics coordinator are implemented

Security

  • Implement team safety measures as determined by the coordination team
  • Train teams in safety rules and procedures
  • Pass on any security-related information to his/her line manager

Human Resource Management

  • Analyse and quantify logistics personnel needs
  • Recruit, train and supervise the logistics team
  • Conduct performance reviews for members of the logistics team
  • Organize formal team meetings at regular intervals

Reporting/Capitalization

  • Work closely with the supply manager to consolidate logistics packs monthly and pass on to the logistics coordinator
  • Provide the logistics coordinator with all information needed to draft intermediary and final reports

 

YOUR PROFILE

Education:

  • Bachelor degree in a field related to Logistics / Operations.

Experience:

  • Minimum 2 years relevant logistics and management experience in emergency and/or development context
  • Previous experience with LINK (Logistics software for procurement) is a STRONG asset.
  • Experience in the management of budgets and the ability to prepare timely, complete, and accurate reports
  • Demonstrable knowledge of rules, regulations, standards and policies of coordinative bodies (steering committees, WG/Cluster, fora), INGOs and donors/partners (US, EU, UN, and other agencies) governing the compliance/regulatory management of logistics operations
  • Proven ability to develop, implement and support adequate logistics systems, including planning, supervision and management (fleet, assets, IT, premises, HR)

Technical skills and knowledge:

  • sound knowledge of proper and efficient logistics set-up (embracing all genuine logistics functions save procurement) within a humanitarian context 
  • Very good command of logistics procedures
  • Problem-solving and analytical skills with the ability to assess challenges and recommend solutions
  • Strong management, training/capacity-building skills
  • Computer literacy with very good command of MS Office Suite and especially high proficiency in Excel to handle and develop auditing tools with the coordination

  • Arab speaker
  • Fully fluent in English: speaking, reading, and writing skills
  • Good command of French is an asset

A salaried post: 2300 USD as a monthly basic salary

Vacation: 1.5 days/month
