Meal Manager

Who we are:   Solidarites International is an international humanitarian organization which provides aid and assistance to victims of war or natural disaster. For over 30 years the association has focused on meeting three vital needs - water, food and shelter - by carrying out emergency programmes followed by longer-term reconstruction projects. Whilst fully respecting the assisted populations’ customs and culture, SolidaritesInternational’s programmes are implemented through the joint expertise of around 180 expatriates and 1500 local managerial staff and employees. Solidarites International is currently present in Africa (Central African Republic, South Sudan, Kenya, Somalia, Mali, Niger, Mauritania, Chad, Democratic Republic of the Congo, Ivory Coast), in Asia (Afghanistan, Thailand, Bangladesh, Myanmar and Pakistan), in the Middle East (Syria and Lebanon) and in Haiti.   MISSION Goal / Purpose:   Under the supervision of the Field Coordinator, the MEAL Manager will be responsible for SI monitoring and evaluation component to improve on-going programs, and to provide a better understanding of the humanitarian situation and its evolution through high quality assessments and reports. The MEAL Manager will supervise SI MEAL team composed of MEAL Supervisors, a Complaint and Referral Officer, a Database Officer and an Information Management Supervisor. He/She will set up individual and/or team objectives and ensure the daily management of the team. He/she will be in charge of conducting regular capacity building trainings related to MEAL. The M&E manager will ensure close coordination with the program managers in order to ensure regular feedback, to share information and build on lessons learned in SI programming strategy.  The principal objectives of this post are: To ensure      relevant M&E systems and mechanisms are in place and properly      functioning; To ensure      quality and accountability are integrated into the overall SI monitoring      and evaluation systems; To build      in-house expertise on M&E, quality and accountability.   Responsibilities: Implementation and supervision of all M&E activities In collaboration with the Field Coordinator, MEAL Coordinator and the program managers, prepare the M&E Plan for on-going programmes and new programmes, including timeframe of activities, data collection methodology, tools to be used and expected delivery. In collaboration with      the Field Coordinator, MEAL Coordinator and the program managers ensure      the follow-up of programs indicators by sampling, collecting and analysing      data, guaranteeing quality data and reviewing reports.  Support all programme      teams in conducting monitoring surveys (review methodologies and provide      necessary trainings). Produce monitoring      and evaluation reports, including adapted recommendations, and disseminate      the results through feedback sessions and visualisation techniques. Participate in programs meetings and provide update on MEAL      activities to all SI’s employees.   Information management Support implementation of a data management system      to operationalize program and MEAL strategies; a system that informs      planning, implementation, monitoring and evaluation of the emergency      response programme/s.   Accountability Ensure and support      implementation of Accountability systems that are compliant with SI      protocols, and other relevant quality standards for emergency programming      (e.g. SPHERE). Manages the Complaint      Response Mechanism and referral system of SI mission (proper reception,      logging, referral, follow up of the cases and feedbacks).   Learning - Institutional Knowledge Building Encourage learning      based on best practices, lessons and feedback captured from beneficiaries      to guide the design and implementation of SI programs. Collect internal and external data to produce IKB reports on      specific issues. Work in close      collaboration with SI Field Coordinator to provide inputs to inform SI      strategy.   Project Development Upon request from the Field Coordinator or Head of Mission, contribute to proposal writing.   MEAL team management Ensure daily follow-up of the MEAL team with weekly planning and      objectives, administrative and logistical management. Directly supervise the MEAL Supervisors, Complaint      and Referral Officer, Database Officer and Information Management      Supervisor. Ensure technical      capacity building of the team.   Representation, Coordination and Communication Represent SI in MEAL information management meetings and working groups. Identify humanitarian organizations working in the area, all actors      or specialists involved in the same activities as SI and coordinate with      them for data collection. Support the dissemination of the achieved results, success stories      and testimonies at international, national and local level, among partners      and stakeholders. The above list is a non-exhaustive one, nor limitative. The present position can be asked to drive SI’s vehicles during working hours. You could be asked other responsibilities and tasks within the framework of your job on demand of the Field Coordinator.     Competencies & skills Strong demonstrated analytical      skills Ability to write clear and well-argued      reports Strong      knowledge of the MS office pack. Sphinx and ODK preferred Knowledge      of MEAL tools preferred (M&E framework, analysis plans, quality      standards etc.) Problem solving and with the      ability to assess challenges and recommend solutions Strong      management skills with the ability to provide leadership and to delegate Strong      training/capacity-building skills Solid      organizational and communication skills Stress      management skills: Ability to work under pressure to meet tight deadlines,      with peaks of heavy workloads; Autonomy and rigor     Experience required: 2 to 3 years in Monitoring and Evaluation or similar field Experience in writing report
