Solidarites International is an International NGO working with vulnerable populations, mainly victims of armed conflicts and natural disasters. Specialized for nearly 40 years in the coverage of vital needs, S.I. takes charge of emergency and reconstruction programs.

ABOUT THE JOB
General objective:
- Under the supervision of the Field Coordinator and MEAL coordinator, the MEAL Manager will be responsible for SI monitoring and evaluation component to improve on-going programs, and to provide a better understanding of the humanitarian situation and its evolution through high quality assessments and reports.
- The MEAL Manager will supervise SI MEAL team present at base level.
- He/She will set up individual and/or team objectives and ensure the daily management of the team. He/she will be in charge of conducting regular capacity building trainings related to MEAL.
- The MEAL manager will ensure close coordination with the program managers in order to ensure regular feedback, to share information and build on lessons learned in SI programming strategy.
- The main objectives of this post are:
- To ensure relevant MEAL systems and mechanisms are in place and properly functioning.
- To ensure quality and accountability are integrated into the overall SI monitoring and evaluation systems.
- To build in-house expertise on MEAL, quality, and accountability.
The main challenges:
- Implementation of new projects leading to intense MEAL workload in preparation of baseline, surveys
- New area of intervention/assessment within the last quarter of 2022
- Effective coordination with all departments and external stakeholders
Priorities for the 2/3 first months:
- Planning of the MEAL activities until the end of the year according to current projects implementation
- In collaboration with Field Coordinator and MEAL coordinator, to develop a need assessment planning and tools
- Ensure that MEAL FU tools are developed and up to date
- Setting up clear objective and tasks for the MEAL team at base level
- Build a strong relationship and coordination with all stakeholders of the projects

List of main tasks:
Implementation and supervision of all MEAL activities
- In collaboration with the Field Coordinator, MEAL Coordinator and the program managers, prepare the MEAL Plan for on-going programmes and new programmes, including timeframe of activities, data collection methodology, tools to be used and expected delivery.
- In collaboration with the Field Coordinator, MEAL Coordinator and the program managers, ensure the follow-up of programs indicators by sampling, collecting and analysing data, guaranteeing quality data and reviewing reports.
- Support all programme teams in conducting monitoring surveys (review methodologies and provide necessary trainings).
- Produce monitoring and evaluation reports, including adapted recommendations, and disseminate the results through feedback sessions and visualisation techniques.
- Participate in base meetings and provide update on MEAL activities to all SI’s employees.
Context and needs assessments
- Adapt methodology and tools for specific Needs Assessments and context analysis
- Lead assessment team in quantitative and qualitative data collection
- Analyse qualitative and quantitative data and produce high quality reports
- Conduct systematic review of situation analysis, combining internal and external data
Information management
- In close coordination with Information Management unit, Support implementation of a data management system to operationalize program and MEAL strategies; a system that informs planning, implementation, monitoring and evaluation of the emergency response programme/s.
- Ensure and support implementation of Accountability systems that are compliant with SI protocols, and other relevant quality standards for emergency programming (e.g. SPHERE).
- Manage the Complaint Response Mechanism and referral system of SI mission (proper reception, logging, referral, follow up of the cases and feedbacks).
Learning - Institutional Knowledge Building
- Encourage learning based on best practices, lessons and feedback captured from beneficiaries to guide the design and implementation of SI programs.
- Collect internal and external data to produce IKB reports on specific issues.
- Work in close collaboration with Field Coordinator to provide inputs to inform SI strategy.
HR management
- Ensure daily follow-up of the MEAL team with weekly planning and objectives, administrative and logistical management.
- Make sure that new staffs are briefed on MEAL’s roles and responsibilities.
- Participate in the evaluation and in the assessment of the performance of collaborators under his/her supervision
- Identify training needs for MEAL team
Reporting / communication / representation
- Participate in writing project proposals and reports’ paragraphs on crosscutting issues and MEAL.
- Make sure the right formats and delays are respected.
- Represent SI when asked and/or delegated to do so.
- Upon request, develop articles, case studies and success stories.
- Share with the appropriate authority any information on the security context and any event which may have consequences on SI activities and team safety
- Support the dissemination of the achieved results, success stories and testimonies at international, national and local level, among partners and stakeholders.
YOUR PROFILE
Specific skills and experience:
Bachelor’s Degree in Monitoring, Evaluation, Accountability and Learning sector especially related to humanitarian sector, or similar field is desirable; it can be balanced by experience
At least 1-year experience in a similar position, for INGO/NGO sector
Strong knowledge/experience MEAL activities and modalities
Experience with Need Assessment activity and MEAL plan development
Proven experience in team management
Knowledge and technical skills
Strong team management capacities & leadership. Capacity to train a team, to create a dynamic atmosphere.
Strong knowledge on project cycle management and MEAL sector are mandatory.
Technical knowledge on WASH/FSA/Livelihood sectors are a plus
Proficiency with the standard MS Office package compulsory (Word, Excel -large data management capacity is a must, Outlook). Knowledge on Power BI, SPSS are a plus.
Excellent in reading, writing, and speaking both Arabic and English

A salaried post: 2,300 USD – Basic salary
