Solidarites International is an International NGO working with vulnerable populations, mainly victims of armed conflicts and natural disasters. Specialized for nearly 40 years in the coverage of vital needs, S.I. takes charge of emergency and reconstruction programs.

ABOUT THE JOB
General objective:
- Support and assist the different programs teams in the collection and documentation of monitoring and evaluation information regarding all activities conducted by SI in Bekaa
- Collect information related to the humanitarian situation and context evolution
- Work in close cooperation with SI Program Teams and will support the MEAL team, including involvement with complaints response mechanisms and with data entry when necessary
The main challenges:
- New position and new program team members
- New area of intervention/assessment within the last quarter of 2022 in a new sector for SI in Lebanon (FSL)
- Use new developed program tools
Priorities for the 2/3 first months:
- Conduct field assessments with data collection and baseline for beneficiary selection
- Effective coordination with programme and compliance
Responsibilities and main activities:
Goal / Purpose:
Under the supervision of the Base Monitoring, Evaluation, Accountability and Learning (MEAL) Manager or Supervisor, the MEAL Officer will support and assist the different programs teams in the collection and documentation of monitoring and evaluation information regarding all activities conducted by SI in Bekaa, included but not limited to : random beneficiary verification, vulnerability surveys, baseline surveys, Post-Distribution Monitoring (PDM), market data collection using electronic devices, etc. The MEAL officer will also be responsible for collecting information related to the humanitarian situation and context evolution.
The MEAL officer will work in close cooperation with SI Program Teams and will support the MEAL team, including involvement with complaints response mechanisms and with data entry when necessary.
List of main tasks:
Responsibilities:
Monitoring activities
- Ensure the collection of quantitative data by carrying out PDM and collect information at household level, following the modalities previously discussed and agreed in programs meeting. Ensure the collection of qualitative data through Focus Groups discussions.
- Ensure the proper utilization of SI monitoring tools.
- Field test SI monitoring tools and pilot surveys/questionnaires.
- With the support of the PM and MEAL team, prepare and implement trainings on monitoring tools to field officers.
- Ensure that the market monitoring is done according to the planning established.
- Participate in compilation and analysis of the data collected.
- Take part in the accountability mechanisms set up by SI, including the SI hotline when necessary, and particularly, ensure that beneficiaries feedbacks are considered, and requests/complaints are addressed in a timely manner.
- Complete accountability checklists on the field to ensure that field staff display appropriate behaviours.
- Handle and ensure proper follow up on referrals received through WhatsApp Bot and other channels.
Evaluation
- Participate in regular evaluations of the current humanitarian situation and of the context evolution.
Reporting
- Keep all MEAL documents archived at the offices of Solidarités International and easily accessible to the activity in-charge and/or team lead.
- Report on all his/her activities, on all specific tasks entrusted by the Base MEAL Manager/Supervisor, all problems encountered.
- Report all negative feedback or lack of accountability, protection issues or “Do no Harm” policy breach to his/her line manager.
Database
- Participate in data entry and basic database management, including Activity Info.
- Ensure that all data entered on RAIS, and Activity Info is accurate and up to date.
Communication
- Identify humanitarian organizations working in the area, all actors or specialists involved in the same activities as SI and coordinate with them for data collection.
- Represent SI in the field, inform on SI’s activities and purpose of visit.
- Ensure constant communication with the SI program teams to have an in-depth understanding of SI activities, to regularly share feedback from field monitoring visits for the Program Teams to take them into consideration without delays and raise any concerns to the Base MEAL Manager/Supervisor if necessary.
- Participate in programs meetings and provide update on MEAL activities to all SI’s employees.
- Participate in all trainings that his/her supervisor will see suitable.

YOUR PROFILE
Specific skills and experience:
Bachelor’s degree
2 years minimum of Experience in NGO
1 year at least as MEAL and/or M&E Officer position
Competencies & skills
Strong reporting and communication skills.
Technical skills should include advanced Excel use and knowledge of ODK. Knowledge of SPSS, Stata, and/or R is an advantage
Problem solving and with the ability to assess challenges and recommend solutions.
Stress management skills: ability to work under pressure to meet tight deadlines, with peaks of heavy workloads.
Excellent understanding of humanitarian principles, accountability, and do no harm.
Soft skills:
Solid organizational and communication skills.
Willingness to work long hours.
High sense of integrity, responsibility, and accountability.
High level of autonomy, independence, ability to learn, and initiative (employee may occasionally be managed remotely).
Commitment to the fundamental principles of SI’s charter and ethics.

SI WILL OFFER YOU
A salaried post: 1,325 USD as a basic salary
Vacation: 1.5 Paid Leaves/month
