MEAL Officer (Saida)

DESCRIPTION OF THE POSITION

General objective:

Under the supervision of the Monitoring, Evaluation, Accountability and Learning (MEAL) Supervisor, the MEAL Officer will support and assist the different programs teams in the collection and documentation of monitoring and evaluation information regarding all activities conducted by SI.

The MEAL officer will work in close cooperation with SI Program Teams and will support the MEAL team, including involvement in accountability and learning activities, including but not limited to managing community feedback mechanisms, referrals and lessons learnt exercises.

 

Key Responsibilities

Monitoring, evaluation, and learning (MEL) activities

  • Ensure the accurate, precise and timely collection of quantitative and qualitative data
  • Contribute to the creation of monitoring tools and to the preparation of database frames based on questionnaires.
  • Ensure the proper utilization of SI monitoring tools.
  • Field test SI monitoring tools and pilot surveys/questionnaires.
  • With the support of the PM and MEAL team, prepare and implement trainings on monitoring tools to field officers.
  • Participate in management, cleaning, compilation, and analysis of the data collected.
  • Contribute to maintain the database following a standard format allowing aggregation of data to produce routine or periodic monitoring reports.
  • Participate in regular evaluations of the current humanitarian situation and of the context evolution.

Accountability & Protection Mainstreaming

  • Take part in the accountability mechanisms set up by SI, and particularly, ensure that beneficiaries feedbacks are considered, and requests, referrals, feedback, and complaints are addressed in a timely manner.
  • Complete accountability checklists on the field to ensure that field staff display appropriate behaviours.
  • Handle and ensure proper follow up on feedback and referrals received through community feedback entry points, such as hotline, WhatsApp Bot and other channels.
  • Monitor those crosscutting aspects like gender sensitivity, Inclusion of persons with disability and “do no harm” are considered in the activities.
  • Report all feedback or concerns, protection issues or “Do no Harm” policy breach to his/her line manager.
  • Participate in all Accountability related activities, sessions, and workshops with internal and external stakeholders

Reporting & Database Management

  • Keep all MEAL documents archived at the offices of Solidarités International and easily accessible to the activity in-charge and/or team lead, according to departmental procedures 
  • Report on all his/her activities, on all specific tasks entrusted by the Base MEAL Manager/Supervisor, all problems encountered.  
  • Draft M&E reports and provide project updates and recommendations as necessary.
  • Make regular reports to the team lead on the evolution of activities and specific tasks confided to him/her, problems encountered, and the quality of relations with beneficiaries 
  • Bring to light any difficulty linked to his or her activities, to the programs of Solidarités or security concerns
  • Participate in data entry and basic database management, including Activity Info.
  • Ensure that all data entered on RAIS, and Activity Info is accurate and up to date.

Communication

  • Identify humanitarian organizations working in the area, all actors or specialists involved in the same activities as SI and coordinate with them for data collection.
  • Represent SI in the field, inform on SI’s activities and purpose of visit.
  • Collaborate with the administration and the local authorities
  • Ensure constant communication with the SI program teams to have an in-depth understanding of SI activities, to regularly share feedback from field monitoring visits for the Program Teams to take them into consideration without delays and raise any concerns to the Base MEAL Manager/Supervisor if necessary.
  • Participate in programs meetings and provide update on MEAL activities to all SI’s employees.
  • Participate in all trainings that his/her supervisor will see suitable.

HR Management

  • Take part in recruitment of the monitoring team (enumerators / DW) when needed
  • Train and build the capacity of the team (enumerators /DW)
  • Supervise the monitoring team (enumerators / DW)

PROFILE NEEDED

Studies: Bachelors in a relevant field to data analysis, information management, humanitarian programming, social work.

Experience: 1-3 years in NGOs or humanitarian work

Language: Proficient in English and Arabic

IT: Good knowledge in MS Office

Qualification: data analysis, MEAL

SI WILL OFFER YOU

A salaried post: 1,325 USD as basic salary

Vacation: 1.75 paid leave per month
