PRESENTATION OF THE ORGANIZATION
SOLIDARITES INTERNATIONAL (SI) is an international humanitarian NGO which, for more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water and shelter. Particularly involved in the fight against diseases linked to unsafe water, the first cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in around twenty countries, SI's teams - 2000 people in total made up of expatriates, national staff, permanent staff at headquarters, and a few volunteers - work with professionalism and commitment while respecting cultures.
Solidarités International (SI) is determined to prevent and fight all type of abuse – all act of exploitation, abuse and/or sexual harassment (SEAH) against members of beneficiary communities or collaborators, fraud, corruption, violation of persons and/or property, funding of activities harmful to human rights – that could be perpetrated in the frame of its interventions. DESCRIPTION OF THE POSITION
General objective:
Under the supervision of the Monitoring, Evaluation, Assessment and Learning (MEAL) Manager or MEAL Coordinator, the MEAL Supervisor will support and assist the different programs teams in the preparation, collection and documentation of monitoring and evaluation information regarding all activities conducted by SI. The Supervisor will be responsible for, but not necessarily limited to, the following needs assessments and baseline surveys; Post-Distribution/Post-Service Monitoring tools (PDMs & PSMs); ODK survey preparation; and Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs).
Additionally, the MEAL Supervisor will train program teams on the use of adapted tools and methodologies and directly implement some of the monitoring (especially process) and evaluation surveys. Upon request from the MEAL Manager, he/she will work on compiling information to build on SI’s institutional knowledge, producing capitalization reports for SI and donors. The MEAL Supervisor will also be responsible for collecting information related to the humanitarian situation and context evolution.
The MEAL Supervisor will work in close cooperation with SI Program Teams to ensure that he/she has an in-depth knowledge of the specificities of the programs conducted and to regularly feedback the program teams on the outcomes of the MEAL activities carried out in the field.
Responsibilities and main activities:
Monitoring and Evaluation
- Under the supervision of the MEAL Manager, participate in the logistical and administrative organization, the planning and preparation of the evaluation and monitoring missions.
- Ensure the collection of quantitative data by carrying out PDMs and PSMs
- Ensure the collection of qualitative data through Focus Groups discussions.
- Manage and train teams of enumerators for quantitative surveys.
- Ensure with the Program Manager that the key indicators are monitored.
- Ensure the proper utilization of SI monitoring tools.
- Participate in compilation and analysis of the data collected.
- Take part in the accountability mechanisms set up by SI and particularly, ensure that beneficiary’s feedback is taken into account and requests/complaints are addressed in a timely manner (use of checklists, spot checks).
Evaluation
- Under the supervision of the MEAL Manager, conduct final evaluation of implemented projects (definition of the tools and methodologies, implementation of the surveys, managing teams of enumerators, data analysis, drafting reports)
- Carry out regular evaluations of the current humanitarian situation and of the context evolution.
- Analyze the humanitarian situation and make recommendations to improve or adjust the program.
Assessment
- Under the supervision of the MEAL Coordinator (upon request from technical departments), conduct assessments in specific sectors (definition of the tools and methodologies, implementation of the surveys, data analysis, drafting reports).
Reporting
- Ensure that all MEAL documents are properly archived and easily accessible.
- Under the MEAL Manager/MEAL Coordinator, participate in drafting the reports as follows:
- Participate in the data cleaning, compilation and analysis of the data.
- Draft report.
- Communicate to the Program Managers the results of all monitoring and evaluation missions (debriefings, presentations, report sharing).
- Propose recommendations to Solidarités International based on the outcomes of the MEAL activities.
- Report on all his/her activities, on all specific tasks entrusted by the MEAL Manager/MEAL Coordinator, all problems encountered.
- Report all negative feedback or lack of accountability, protection issues or “Do no Harm” policy breach to his/her line manager.
Communication
- Identify humanitarian organizations working in the area, all actors or specialists involved in the same activities as SI and coordinate with them for data collection.
- Represent SI in the field, inform on SI’s activities and purpose of visit.
- Ensure constant communication with the SI program teams to have an in-depth understanding of SI activities, to regularly share feedback from field monitoring visits for the Program Teams to take them into consideration without delays, and raise any concerns to the MEAL Manager/MEAL Coordinator if necessary.
- Participate in programs meetings and provide update on MEAL activities to all SI’s employees.
- Organize presentations of the PDM findings with program teams.
- Participate in all trainings that his/her supervisor will see suitable.
- Support the dissemination of the achieved results, success stories and testimonies at international, national and local level, among partners and stakeholders.
Institutional Knowledge Building
- Upon request from MEAL Coordinator, collect internal and external data to produce IKB reports on specific issues.
