PRESENTATION OF THE ORGANIZATION

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian NGO which, for more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water and shelter. Particularly involved in the fight against diseases linked to unsafe water, the first cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in around twenty countries, SI's teams - 2000 people in total made up of expatriates, national staff, permanent staff at headquarters, and a few volunteers - work with professionalism and commitment while respecting cultures.

Solidarités International (SI) is determined to prevent and fight all type of abuse – all act of exploitation, abuse and/or sexual harassment (SEAH) against members of beneficiary communities or collaborators, fraud, corruption, violation of persons and/or property, funding of activities harmful to human rights – that could be perpetrated in the frame of its interventions. DESCRIPTION OF THE POSITION

 

General objective:

  • The program manager multisectoral is responsible for implementing and achieving the objectives defined in the project proposals covering multi-sectorial activities (WASH, Shelter, Basic assistance and Food security & Livelihood).
  • (S)he is in charge of supervising the operational teams allocated to multi-sectorial activities ((WASH, Shelter, Basic assistance and Food security & Livelihood).
  • The position will manage multiple projects in South Lebanon which are contributing to provide support to the most vulnerable communities (Lebanese and refugees) through multi sectorial activity implementation.
  • (S)he guarantees the good performance, and the quality of the program(s) multi-sectorial activities implemented, and, where appropriate, proposes adjustments or developments to ensure relevance.

 

The main challenges:

Solidarités International is setting up a new office in South Lebanon, where the multi-sectoral PM is responsible for initiating and overseeing WASH and FSL activities. The team includes two field officers, one supervisor, and one MEAL officer, with a focus on initiating all activities under SI grants (FSL, Shelter, WASH, and Basic Assistance), identifying areas where SI will operate both within and outside collective shelters to address existing gaps.

 

Priorities for the 2/3 first months:

  • Implement all WASH, Shelter, and FSL activities funded through emergency funds.
  • Monitor each activity to ensure it meets quality standards and adheres to SPHERE standards.
  • Establish key contacts with other NGOs to identify gaps and needs for improved on-site coordination.
  • Inform about SI works to the relevant informant
  • Report and register collective centers and locations outside CS with the relevant sector to ensure aligned support.
  • Manage the assigned team effectively.
  • Ensure thorough follow-up on monitoring tools and internal SI systems.
  • Ensure compliance by closely monitoring and following up on each activity, ensuring mandatory data is collected accurately.
  • Communicate SI's work to relevant stakeholders and informants.

 

Responsibilities and main activities:

Implementation and operational monitoring

  • Plan and oversee the implementation of multi sectorial program activities that (s)he is responsible for, both on-time and within the set technical specifications
  • Plan the multisectoral activities with the support Departments (administrative, logistics), according to objectives
  • Propose and develop indicators for monitoring multi-sectorial activities related to her/his project management and context
  • Use management, activity, results, and context monitoring tools
  • Respect SI procedures
  • Provide support and advice to the logistics base for the purchase of materials specific to activities
  • Assess the relevance of activities, the effectiveness of interventions, and their appropriateness in light of changing circumstances and the needs of populations
  • Propose adjustments to programs if necessary
  • Ensure the achievement of results of the programs (s)he is responsible for
  • Supervise and support the monitoring and evaluation of the implemented activities
  • Anticipate the difficulties associated with conducting activities and help solve problems related to programs activity
  • Propose program changes according to the changing environment and indicators
  • In collaboration with the administrative service, contribute to the development of program budgets and track spending and budget forecasts
  • Develop the state of needs and the Treasury requests with activity managers 

 

Capitalization

  • Compose capitalization documents respecting SI tools
  • Prepare contracting reports before the end of his/her employment contract, and make them available to those interested in the mission and at headquarters
  • Guarantee the dissemination of technical documentation
  • HRM     
  • Participate in validating recruitment for the national technical staff according the programs requirement,
  • Define, in conjunction with the administrative service, the requirements for position to open for application, adapting Job Descriptions to professional guidelines if necessary
  • Welcome and brief new employees or volunteers working underneath him/her
  • Implement training related to operational requirements and the identified training needs
  • Manage/support the team working for him/her
  • Conduct workshops and regular or ad hoc meetings
  • Evaluate and assess the performances of his/her team members
  • Identify potential changes in members of his/her team(s) and provide feedback to the Field Coordinator and HR department
  • Ensure his/her team’s compliance with safety regulations

 

Reporting / communications / representation

  • Make known all information on the security situation or any event with a possible consequence on SI activities or team security
  • Write reports or appendixes relating to his/her reporting and or funding amendment activities
  • Ensure compliance with reporting deadlines and formats
  • Maintain a local operational communications network and good relationships with local and governmental authorities, donor representatives, UN agencies, and other international agencies
  • Ensure Solidarités International’s representation in the meetings or forums concerning the program in his/her place of employment
  • Represent SI on request and/or delegation
  • Respond to the requirements of Headquarters concerning specific needs
  • Prepare administrative paperwork to sign (MOU, hand over, etc ) in conjunction with governmental authorities, communities, or partners

 

PROFILE NEEDED

Studies: Bachelor’s degree in a engineering (Civil/ Agro Engineering, or equivalent)

Experience: 4 years experience in the same field

Language: Fluent in English & Arabic

IT: Proficiency with the standard MS Office package compulsory (Word, Excel, Outlook)

Qualification: Good Knowledge in WASH, infrastructure and shelter activities.

 

SI WILL OFFER YOU

A salaried post: 2,300 as basic salary

Vacation : 1.75 paid leave per month
