Winterization & Identification Officer - Akkar

I. PRESENTATION OF THE ORGANIZATION Solidarités International is a French humanitarian organization present in Lebanon since March 2013. The mission aim to improve the living conditions of Syrian refugees in northern Lebanon and to reduce the health risks that they are facing in the following regions: Tripoli 5 districts (Minieh-Denniyeh, Zgharta, Batroun, Koura, Becharre) and Akkar.    II. MISSION CONTEXT As the Syria Crisis is in its fifth year, humanitarian needs inside Syria and in neighboring countries continue to rise. Given the regional instability, the Lebanese political deadlock and poverty, the population influx has put Lebanon under severe strain. As Lebanon has maintained an open border policy, and with more than 1,000,000 refugees registered with UNHCR, one out of five residents in the country is now a refugee. Due to the recent closure of the borders with Syria, no massive new comers’ influx has been reported in Lebanon since the end of 2014. In order to address the immediate needs of both Syrian refugee and Lebanese host families affected by the Syria crisis, SOLIDARITES INTERNATIONAL (SI) has launched in March 2013 its operations in North Lebanon, in T5 and Akkar. Responding to the most essential needs of the populations affected by the Syrian crisis, SI intends to improve their living conditions and enhance their livelihood. Thus, with support from ECHO and UNICEF, SI’s interventions in 2016 in response to the Syrian crisis will be to identify the most vulnerable and referral system through coordination with international partners, local NGOs, municipalities and affected communities. SI will also provide integrated WaSH and Shelter response to the whole population of the informal settlements, small shelter units and collective shelters. SI will provide access to safe water, hygiene materials, appropriate sanitation facilities, improved weatherproofing, and site improvements. SI will also ensure site management of the informal settlements and collective shelters. SI will finally provide livelihood assistance to vulnerable households. To meet the most basic needs, SI will provide support to most vulnerable households through Unconditional Cash Assistance to bridge shortfalls between incomes and expenditures. SI will target the most vulnerable refugees regardless of status, based on standardized vulnerability criteria as defined by the cash working group. The country coordination is based in Beirut, while 2 operational bases in Lebanon are located in the North, Tripoli and Halba, in Akkar.   III. RESPONSIBILITIES Goal / Purpose: Under the supervision of the Site Mapping Activity manager, the Winterization and Identification officer will carry out the identification of collective shelters in Akkar, and collect accurate and reliable information about the residents of these sites in order to identify the children residing in these sites for the winterization project. General responsibilities Identification and assessment of children in collective shelters in Akkar. Action-related Responsibilities Ensure the identification of all the collective shelters in the area of implementation. Communicate with stakeholders. Identify and assess children in collective shelters for the winterization project. Report the activities Basic Assistance Team leader on a daily basis. Maintain an accurate reporting and data management of your activities.   TASKS Identification Verify existing collective shelters in Akkar. Identify new collective shelters in Akkar. Winterization Conduct an ODK based winterization questionnaire, and identify the eligible individuals in the household. Fill a paper survey used for back up for each site assessed. Communication with stakeholders Introduce the winterization project to the targeted community and other stakeholders. Share information on the program with other departments within the organizations. Follow up Engage in internal and external referral systems. Inform the community about SI activities and answer any question related to the organization and the program, directing those concerned to appropriate agencies or the Hotline as appropriate. Reporting Reporting on the progress of activities and challenges faced to the Basic Assistance Team leader on a daily basis. Input the data collected for each site into an excel database. Report any constraints or challenges met to the Activity manager. The above list is non-exhaustive and may be extended to include reasonable tasks and responsibilities within the framework of the project at the request of the Basic assistance Program Manager or Site mapping Team Leader.   IV. REQUIREMENTS Background in social work Previous experience in the humanitarian field Knowledge of the implementation zone (Akkar) Strong social and communication skills Good spoken and written Arabic Basic understanding of English (Proficiency in English is an added value) Comfortable in using tablets and android applications Comfortable in using excel Knowledge on the use of maps Interest in WaSH (Technical knowledge is an added skill) Driving license
