SOS Children’s Villages Lebanon is a non-governmental, non-profit social development national association and a member of the International Federation of SOS Children’s Villages (SOS CV). The association works to ensure the protection, care, and empowerment of children and families, particularly during times of crisis and emergencies. In light of the growing need to enhance organizational readiness to respond to emergencies, SOS Children’s Villages Lebanon seeks to engage a consultant to support in developing comprehensive emergency preparedness and operational frameworks.
Purpose and Scope
The consultant will serve as a facilitator to guide SOS Children’s Villages Lebanon’s main departments — including Logistics, Communication, Safety & Security, Programs, and Accounting & Finance — to initiate and develop their Emergency Ground Rules and Standard Operating Procedures (SOPs). The overall objective is to empower SOS Lebanon’s readiness to operate effectively in high-risk areas and during emergencies through a structured, participatory approach.
Objectives of the Consultancy
1. Conduct a comprehensive desk review to assess existing emergency preparedness and response mechanisms within SOS Lebanon.
2. Facilitate a workshop for relevant departments to collaboratively develop tailored Emergency Ground Rules and SOPs.
3. Deliver finalized SOPs, a detailed workshop report, and an overall evaluation report reflecting the organization’s readiness and outlining recommendations for improvement.
Deliverables
1. Desk Review: A review report summarizing existing emergency preparedness practices, identifying strengths, gaps, and priority areas for development.
2. Workshop: Design and facilitate a workshop engaging all core departments to co-develop their Emergency Ground Rules and SOPs.
3. SOPs and Reports: Delivery of finalized SOPs, a comprehensive Workshop Report, and an Evaluation Report summarizing key findings and readiness recommendations.
Timeline
The consultancy will take place during November 2025, with deliverables scheduled as follows:
• Desk Review completion and submission of workshop agenda and materials – by November 10, 2025
• Workshop facilitation and initial report – by November 20th, 2025
• Delivery of finalized SOPs, Workshop Report, and Evaluation Report – by November 30, 2025
Qualifications
• Advanced degree in Disaster Management, Emergency Response, Humanitarian Coordination, or a related field.
• Proven experience in emergency preparedness planning and SOP development.
• Strong facilitation skills with experience leading participatory workshops across multiple departments.
• Excellent analytical and reporting skills.
• Knowledge of the Lebanese humanitarian context and institutional frameworks is an asset.
