Job Description
Under the supervision of the Executive Director, the PMEL Officer will undertake the following responsibilities:
1. Planning & PMEL System Strengthening
- Develop and maintain project-specific and organizational PMEL frameworks
- Lead the design and updating of MEAL/PMEL plans aligned with program objectives
- Ensure alignment between logframes, indicators, and data collection tools
- Establish and maintain standardized PMEL tools and templates across projects
- Contribute to proposal development by designing logical frameworks and indicators
2. Monitoring & Data Management
- Develop and manage Indicator Tracking Tables (ITTs) and monitoring systems
- Ensure timely and accurate data collection, verification, and reporting
- Conduct regular data quality assessments and validation exercises
- Oversee field monitoring activities, including field visits and partner follow-up
- Maintain centralized databases and ensure proper data documentation and storage
3. Evaluation & Learning
- Design and implement evaluation tools, including:
- Post-Distribution Monitoring (PDM) surveys
- Focus Group Discussions (FGDs)
- Key Informant Interviews (KIIs)
- Satisfaction and perception surveys
- Analyze qualitative and quantitative data to generate insights
- Produce evaluation reports and learning briefs
- Facilitate internal learning sessions and promote adaptive management practices
4. Accountability to Affected Populations (AAP)
- Develop and manage feedback and complaints mechanisms
- Ensure effective operation of complaints and feedback tracking systems
- Analyze feedback trends and support program adjustments accordingly
- Promote community engagement and participation across project cycles
- Ensure AAP principles are integrated into all program activities
5. Safeguarding & Protection Mainstreaming
- Support the integration and monitoring of safeguarding standards, including PSEAH
- Maintain and monitor safeguarding reporting and tracking systems
- Ensure staff awareness and adherence to safeguarding policies
- Align PMEL systems with protection and ethical standards
6. Reporting & Documentation
- Support the preparation of internal and external reports through data analysis and validation
- Ensure all PMEL-related documentation is:
- Accurate and consistent
- Clearly structured and accessible
- Properly version-controlled
- Contribute to donor reports, assessments, and audits
- Consolidate program data, including sector-specific reports (e.g., livelihoods, agriculture, protection)
7. Capacity Building & Coordination
- Train and support projects staff on PMEL tools, processes, and standards
- Build internal capacity in data collection, analysis, and reporting
- Coordinate with projects teams to ensure integration of PMEL across all activities
Required Qualifications & Experience
Education
- University degree (BS or BA) in , Computer Science, Social Sciences, Development Studies, Data Analysis, or a related field
Experience
- Minimum 3–5 years of relevant experience in PMEL within humanitarian and/or development contexts
- Proven experience in:
- Designing PMEL systems and frameworks
- Data collection methodologies and tools
- Quantitative and qualitative analysis
- Accountability and safeguarding mechanisms
- Donor reporting and compliance
Skills
- Strong analytical and data management skills
- Proficiency in Excel and/or data analysis tools (e.g., Power BI, Kobo, ODK)
- Excellent report writing and documentation skills
- Strong organizational and time management abilities
- Effective communication and interpersonal skills
