We are seeking an experienced Procurement and Logistics Officer to lead and manage our procurement, supply chain, asset management, and logistical operations to ensure effective and compliant program delivery.
Purpose of the Position
The Procurement and Logistics Manager will be responsible for overseeing and improving SPHERE’s procurement, supply chain, fleet, warehousing, and logistics systems. This includes developing and maintaining processes that ensure compliance with donor requirements, value for money, and timely delivery of goods and services.
Key Responsibilities
Procurement Management
- Lead the full procurement process in accordance with internal policies and donor requirements (tendering, bidding, selection, contracts).
- Ensure transparency, integrity, and accountability in procurement transactions.
- Develop and maintain a procurement plan aligned with project implementation needs.
- Manage vendor relationships and performance, including supplier evaluations and framework agreements.
- Maintain a procurement tracker and provide timely updates to program and finance teams.
Logistics and Supply Chain
- Oversee logistical support for program implementation, including transportation, storage, and distribution of goods.
- Ensure safe, timely, and cost-effective delivery of supplies to field locations.
- Manage customs clearance, import/export procedures (if applicable), and delivery documentation.
Asset and Inventory Management
- Maintain and update the asset register and ensure all organizational assets are tagged and tracked.
- Conduct periodic asset and inventory checks and ensure reconciliation with records.
- Ensure all asset movements and disposals are documented and approved according to procedures.
Fleet and Transport Management
- Manage organizational fleet, including vehicle assignment, maintenance, and fuel tracking.
- Ensure driver compliance with safety and security protocols.
- Optimize vehicle usage to ensure cost-effectiveness and efficiency.
Compliance and Risk Management
- Ensure compliance with internal policies, donor regulations, and local legal requirements.
- Support internal and external audits by providing timely and accurate documentation.
- Identify procurement and logistical risks and propose mitigation strategies.
Team Leadership and Capacity Building
- Supervise procurement and logistics staff, ensuring clear workplans and performance monitoring.
- Provide ongoing training and mentoring to procurement and logistics personnel.
- Foster a culture of continuous improvement and teamwork.
Reporting and Coordination
- Prepare regular procurement and logistics reports for senior management and donors.
- Collaborate closely with Finance, Programs, and MEAL teams to align procurement with program timelines and budgets.
- Participate in coordination meetings and represent SPHERE in relevant logistics clusters or sector groups when required.
Required Qualifications
Education:
- Bachelor’s degree in Logistics, Supply Chain Management, Business Administration, or related field.
- Professional certifications are an asset.
Experience:
- Minimum of 3 years of relevant experience in procurement and logistics management, preferably in the NGO or humanitarian sector.
- Solid understanding of donor procurement regulations.
- Experience in emergency procurement and supply chain operations is a plus.
Skills and Competencies:
- Strong leadership, negotiation, and communication skills.
- High integrity and commitment to ethical procurement standards.
- Strong organizational and time-management abilities.
- Excellent command of English and Arabic (spoken and written); French is a plus.
- Proficiency in Microsoft Office Suite and procurement tracking tools (e.g., Excel, ERP systems).
