Feasibility Study Terms of Reference (ToR)

The “Feasibility Study Terms of Reference (ToR)” for the project “Integrated Protection, Climate Resilience, and Economic Empowerment for Vulnerable Communities in Lebanon and Syria” provides a comprehensive framework for assessing the viability and design of a multi-faceted intervention led by Tabitha. In Lebanon, the program aims to deliver protection services, climate-resilient livelihoods, and social cohesion, with activities such as vocational training in upcycling textiles and plastics, mentorship, market access support, legal awareness for migrant workers, psychosocial support, and start-up grants for entrepreneurship. Social cohesion is fostered through climate action initiatives that unite Lebanese and refugee youth in creative, community-building projects. In Syria, the focus is on establishing a safe shelter for women and girls at risk of gender-based violence, expanding a digital mental health platform, and launching practical skills workshops, starting with sanitary pad production and adapting to emerging needs. The feasibility study’s main objectives are to examine operational requirements, especially in Syria’s complex environment, and to finalize program components, ensuring interventions are contextually appropriate and sustainable. The study will evaluate the project’s relevance, coherence, effectiveness, efficiency, impact, and sustainability, using both quantitative and qualitative methods such as literature reviews, interviews, focus groups, and workshops. It will analyze the local context, needs, actors, human rights, marginalized groups, and project partners, with special attention to beneficiary selection, group composition, and stakeholder alignment. Deliverables include an inception report, a detailed feasibility study report (25–30 pages), and presentations, all to be completed within 30 days. The consultant must have an advanced degree, at least five years’ relevant experience, and strong analytical, communication, and report-writing skills in Arabic and English. The process emphasizes participatory methods, stakeholder engagement, and a robust analytical approach to guide effective and sustainable program implementation in both Lebanon and Syria.
