Organizational Background

Tahaddi Lebanon is a Lebanese NGO established in 2008 to address urban poverty through access to education, health, and psychosocial support. Based in Hay El Gharbeh, Southern Beirut, Tahaddi works in solidarity with families facing extreme socioeconomic hardship. Through its non-formal education center, health clinic, psychosocial unit, and income-generating sewing workshop, Tahaddi supports over 1,000 families annually with a committed team of over 70 staff members.

Tahaddi is looking to hire a Strategic Programs Consultant who will work closely with the Deputy Director to design and facilitate a participatory strategic planning process that encompasses both programmatic and organizational objectives. He will lead a two-phased process: (1) conducting a comprehensive evaluation of all centers and programs, and (2) guiding the development of a strategic vision and programmatic framework for the coming years.

Scope of Work

Part 1 – Evaluation Phase

The consultant will carry out a thorough assessment of Tahaddi’s programs and operational context, focusing on both internal and external dynamics.

Responsibilities:

  • Conduct field visits to assess the functionality and relevance of all Tahaddi centers and core programs (education, health, psychosocial, sewing workshop).
  • Meet with center directors and key staff to understand current projects, achievements, challenges, and operational gaps.
  • Analyze the effects of current regional and local crises and obstacles
  • Coordinate with the MEAL (Monitoring, Evaluation, Accountability & Learning) team to gather and analyze relevant data and reports.
  • Review existing MEAL systems and provide recommendations to strengthen learning and accountability mechanisms.
  • Conduct a situational evaluation analysis for all centers and programs, including SWOT assessments and stakeholder consultations.

Part 2 – Strategic Planning Phase

Based on the evaluation findings, the consultant will facilitate a participatory strategic planning process to guide Tahaddi’s programs through an evolving and challenging context.

Responsibilities:

  • Collaborate with the Deputy Director to design and implement a comprehensive strategic plan.
  • Facilitate strategic workshops and planning sessions with staff, partners, and key community representatives.
  • Co-develop a strategic framework that outlines:
    • Tahaddi’s updated vision, mission, and core values
    • Strategic goals, programmatic priorities, and objectives for the next 3–5 years
    • A clear implementation roadmap aligned with Tahaddi’s capacities and Lebanon’s evolving socio-political environment
  • Support programs lead in aligning or adapting existing initiatives to the new strategy.
  • Identify opportunities for growth, innovation, and strategic partnerships.

Deliverables

  1. Inception Report: outlining methodology, timeline, and stakeholder engagement plan.
  2. Comprehensive Evaluation Report: including findings from field assessments, stakeholder consultations, and contextual analysis.
  3. MEAL Coordination Summary: with suggestions for improving data utilization and adaptive learning.
  4. Strategic Framework Document: outlining vision, mission, values, goals, and programmatic priorities.
  5. Workshop Summaries: capturing key insights and decisions from planning sessions.
  6. Final Presentation: summarizing the findings and proposed strategy to Tahaddi’s leadership and key staff.

Qualifications and Experience

  • Master’s degree in social work, International Development, Strategic Planning, Program Management, or related fields.
  • 7 to 15 years of progressive experience in program evaluation and strategic planning within the NGO sector.
  • Proven expertise in organizational development, participatory methodologies, and contextual analysis.
  • Strong knowledge of the Lebanese context and broader regional dynamics (Syria, Gaza, Lebanon conflicts).
  • Exceptional facilitation, writing, and communication skills.
  • Fluent in English and Arabic; French is a plus.
