Protection Consultant for Street Connected Children Toolkit

Project Title: STEPS - Stages Towards Empowerment, Protection, and Safety

Project Objective: To strengthen national child protection systems and provide support for street-connected children by enhancing advocacy, implementing effective models, such as drop-in centres, fun buses, and SBC initiatives, while also promoting safe environments, and providing integrated prevention and response services in disadvantaged areas through the coordination with key stakeholders on the local and national level.

Geographical Areas: Beirut, Mount Lebanon, and South (Saida) Governorates
Consultancy Duration: 8 months from 20 April 2025 till 20 December 2025
Partners: Movement Social (MS) and Terre des hommes – Lausanne (Tdh-L)

Interested candidates should submit a detailed proposal with the following components:

1. Technical Proposal

• A maximum of 10 pages outlining the consultant(s)’s understanding of the TOR and the proposed methodology, approach, and theoretical framework underpinning the assignment.
• A detailed work plan, aligned with the deliverables and timeline outlined in this TOR.
• CV of all consultants to be involved in this assignment, highlighting relevant experience.
• A list of previous experience and/or clients relevant to this consultancy.
• At least one sample of a similar conducted study (report).
• At least two references from similar assignments.
• A copy of a newly issued juridical record for nationals.
• A copy of ID or passport.

2. Financial Proposal

• Consultant’s fees and costs – The consultant should indicate a professional rate per deliverable outlined in the table below, including all costs to be invoiced to Tdh, with an estimated total cost.
• Proof of Ministry of Finance of Lebanon registration (Fiscal number), if available. If the consultant cannot provide proof of MOF registration, 8.5% will be deducted from the proposed financial offer.
• All consultancy related costs should be covered by the consultant , TDH is not entitled for any cost not reflected in the provided financial proposal.

Please note that under the consultancy agreement, Tdh will not provide any employee perks and benefits. The proposed daily rate should be inclusive of all costs, including communication and transportation expenses.
