Assessment Field Officer

Organization Overview :        Since its creation in 1960, the mission of Terre des hommes (Tdh) has been to come to the aid of children in need. It endeavors at all times to defend the rights of children, in times of war and natural disasters, or in less publicized situations of distress. Today, Terre des hommes Foundation is a significant force among children’s aid organizations in Switzerland and throughout the world. Tdh has development projects and emergency relief programs in more than 30 countries in two core areas: healthcare and child protection. Every year, Tdh offers sustainable solutions and a better future for over one million children and their relatives   Child Protection Policy: -     Commit to respect the Tdh Child Protection Policy and principles of child protection. -     Commit to ensure the best implementation possible of the Tdh Child Protection Policy inLebanon. -     Commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Tdh Child Protection Policy.   Main duties and responsibilities:   The Assessment Field Officer is in charge of carrying out assessments and mapping of the actors and gaps in the assigned area while providing accurate and qualitative data collection.   General:   -          Responsible for implementation of need assessments under the direct supervision of the Assessment Team Leader -       Ensures that Tdh’s need assessment actions or activities are non-biased, neutral and inclusive of all actors present in the Lebanese context. -       Ensure an efficient and respectful external coordination with all stakeholders in link with the assessment towards whom he/she represent the organization. -       Operates in the field 90% of the time to meet the assessment objective in timely manner. -       Informs his/her direct supervisor about any difficulty met in Tdh activities implementation. -       Ensures a strict adherence to Tdh Child Protection Policy at all times, including respect for confidentiality and child centered approach, acts in the best interests of the child. -       Carries out a professional relationship as a Tdh staff with relevant authorities, humanitarian actors and community leaders within each community.   Specific duties and responsibilities:   Data collection and Reporting:   -       Punctual data collection to enable measurable results -       Ensure quality and accuracy of data collected on the field and the serious follow-up of available guidelines -       Ensure good coordination with other members of the Programmes Team and ensure regular communication and information sharing with them and the wider organization. -       Respect the plan set is followed and raise and concern or challenges that may affect the capacity to meet expected results. -       Provide narrative and data analysis reports as required and directed by the Assessment Team Leader and the Program Manager Assistant -       Participate  in regular internal coordination and external meeting to serve the project objective. -       Using project monitoring tools and send it to Data Entry within the dead line. -       Report immediately on achievements or difficulties faced on the field     Security -       Raise any security concern to the Program Manager Assistant immediately     Non-Violent Communication: -       Adheres to the principles of the NVC process while in communication with all project actors, including colleagues. -       Ensure that conflict is addressed with the principles and process of NVC with all project actors and colleagues.     Administration: -       Adheres to Tdh policies and procedures of purchasing and accountability. -       Adheres to Tdh policies and procedures on leave applications, sick leave, overtime and time taken in lieu. -       Adheres to Tdh staff regulations.        Language skills: Fluent in Arabic and English (speaking/reading/writing)    Education: Preferably Bachelor degree in Social Science, Social Work, or relative. -             Work experience: Two year experience in data collection and carrying out assessments preferably in the non- profit sector, with previous experience in facilitating Key Informant interviews as well as Focus Groups Discussions         Knowledge & skills: -          Good analytical and writing skills -          Very good team spirit -          Task and deadline oriented -          Excellent interpersonal and presentation skills -          Well organized and self-motivated -          Ability to work under pressure       Computer skills: Knowledge of the MS office software (including Word, Excel, Outlook)       Other:   -          Good understanding of the Lebanese, Syrian, and Palestinian context -          Good knowledge of the area (Saida, Tyre, Nabatye and Bent Jbeil) -          Flexible to work after hours if deemed needed -          Valid driving license   The Assessment Officer is also responsible for complying with all Tdh procedures regarding logistics, administration, security and with the anti fraud/anti corruption policy.   Any change to the proposed assessment activities should be discussed with the Program Manager Assistant.
