Child Protection Project Manager- Beirut

Terre des hommes- Lausanne is in search for a qualified Child Protection Project Manager.

The Child Protection Project Manager is in charge to ensure an accurate, proper, timely and high-quality implementation of project under Migration and Child Protection Transversal Programmes in the Tdh delegation in Lebanon. The 4 main tasks of this function are: Team Management, Projects Cycle Management, Programs Technical quality, Capacity Building and Development of local partners.

Under the overall management of the Program Coordinator and the CP Project Manager will perform the following tasks:

Team Management

  • Directly provide managerial supervision the staff from the following departments: Case Management, Mental Health and Psychosocial Support, Community Engagement and ensure that they receive technical supervision from the Senior Child Protection Technical Officer (approximately 5 staff).
  • Ensure that a daily support as well as punctual trainings are organized and provided in order to develop and strengthen the programmatic technical skills of the team implementing Child Protection Projects.
  • Encourage effective teamwork, especially on issues related to cross-sectoral collaboration and working with local partners and organizations from other sectors.
  • Ensure the coaching of any collaborator under her/his responsibility, from the recruiting to the final collaboration reports. Use the good practices so that her/his management respects the values of Tdh.
  • Evaluate and provide feedback to the staff under her/his direct responsibility on a regular basis and pass on the evaluations and recommendations to the Program Managers.
  • Work closely with the local partner in order to support them in the implementation of activities, technical and organizational capacity building and advocacy.
  • Promote and encourage a culture of compliance and ethics throughout Terre des hommes Lebanon. As applicable to the position, maintain a clear understanding of Tdh’ and donor compliance and ethics standards and adheres to those standards. Communicate these values to staff and to partners and requires them to adhere to these values.

 

Internal Coordination

  • Ensure the correct flow of operational information related to her/his project within the Operational Department and also to the others’ departments in the delegation.
  • Ensure weekly coordination meetings with the field staff, bi-weekly with the Programme Managers, Technical Unit Manager and Support officers and monthly meetings with Programme Coordinator and M&E Manager.
  • Under the supervision of the Programme Managers and Coordinator and with the technical support of Regional Program Coordinators, collaborate to develop and implement the thematic strategy in line with the Tdh strategic commitments.

 

External Coordination

  • In agreement with the Programme Managers, ensure, her/himself or in determining the most appropriate person, a regular attendance of TDH in relevant Coordination meetings at Local level and that a proper dataflow/information restitution within the Operational Department, and with other Departments where appropriate, is done.
  • Under the supervision of the Programme Managers and in cooperation with the Area Team Leader, represent the organization locally to partners, donors, NGOs, International Organizations and local authorities.

Projects Cycle Management (PCM)

  • Oversee the planning and implementation of the project under her/his Programmes through the management and supervision of the associated resources in her/his team.
  • Supervise proper implementation at project level of the M&E system. Ensure systematic analysis of the data provided by the M&E team.
  • In collaboration with the M&E department, contribute to the reporting on the project success, as measured by expected outcomes and indicators.
  • In collaboration with Programme Managers, M&E department and support of field staff, ensure the systematic, documented protection monitoring-
  • Contribute to proposals development.
  • In collaboration with the Admin. & Finance Department, ensure the correct financial management of projects or activities under her/his project and the funds available for them. Guarantees a monthly tracking of budgets, proper budget forecast and local partners budget follow up.
  • In collaboration with all other departments, contribute actively to prepare narrative, statistical and financial reports for donors as required, in a timely manner.
  • In collaboration with the Communication Officer, guarantee a correct communication plan and visibility of the project. Produce, jointly, awareness/advocacy documents and messages;
  • In collaboration with the Communication Officer and Programme Coordinator, contribute actively to draft articles or required internal reports on the project’s activities for the delegation and HQ.

 

Programs Technical quality

  • Ensure a proper and timely delivery of the project, according to agreed outcomes, within budget and on time, by the project team.
  • Provide technical support and guidance to her/his team, in order to ensure an excellent level of quality of the projects implemented, compliant with the international standards, but also to those of Tdh and donors.
  • Oversee the proper monitoring of the Migration and Child Protection Transversal Programme impact, assessment of the value of each activity in terms of its contribution to expected outcomes. Discuss and validate with Programme Managers the proposed changes/adjustments in activities if needed.
  • Ensure the harmonization of programmatic approach with appropriate processes, practices and tools.
  • Actively support the technical unit in developing technical guidance and models of actions.

 

Position requirements:

  • Academic Background: Bachelor’s Degree in Humanitarian/NGO management; International Development; Social and Human Sciences, Studies related to Child Protection. Master’s degree will be an asset.
  • Experience: At least 3 years of professional experience in similar position, of major institutional donors (UNICEF, SDC, OCHA, UNHCR) and significant projects:
    • Previous relevant experience and extensive knowledge of the relevant programs (Child Protection or programs focusing on Child Labour).
    • Knowledge in project design and project development:
    • Demonstrated experience working with local partners.
    • Experience in data analysis, with budgets and budgeting.

  • Fluency in English and Arabic are mandatory. Excellent written skills in English.

Location/Travel:  Beirut, covering different localities in Beirut District.
