CP Case Management Team Leader - Beirut.

Terre des hommes- Lausanne is seeking a qualified CP Case Management Team Leader - Beirut.

 

Job Purpose / Main Functions:

Provides case management services and works directly in the field with the street connected children and youth (exposed to the worst forms of child labour) and with their parents and caregivers.

The CP case worker Team Leader provides a technical support to the staff of the local partner in relation to the implementation of key activities. S/He represents the organization in the community.

Facilitates, collects, and reports information regarding the overall situation of the street connected children.

The CP case worker Team Leader additionally makes sure that the Tdh strategy and policy are implemented in his/her field. Identifies, networks, and connects child protection resources to the child, community, and community structures. Also supports and assists in the network mapping of resources specific to the locations he/she operates in.

S/He promotes and ensures the principles of child participation are respected within the Tdh project and with identified child protection resources. Informs his/her direct supervisor about any difficulty met in Tdh activities implementation. And ensures a strict adherence to Tdh Child Protection Policy at all times, including respect for confidentiality and child centered approach, and acts in the best interests of the child.

 

Under the management of the CP Project Manager, the CP Case Worker Team Leader performs the following tasks:

 

Team leadership:

  • Coordinates the case workers team and ensures that objectives are completed in a qualitative and quantitative manner in due time.
  • Collects all data, reports, achievements, challenges…etc. from the case workers
  • Manages all PWARs and PSRs requested by the case workers and keeps track of the purchasing and distribution of all the items and the submission of their delivery notes.   
  • Keeps track and follows up on M&E deliverables.
  • Coordinates with the Senior CP CM Technical Officer.
  • Coordinates with the local authorities and other stakeholders in the areas we are working in when needed.
  • Ensure accurate and timely documentation of services provided to beneficiaries, in support of quality monitoring and effective project management processes, at all times ensuring the confidentiality of beneficiaries’ identifying information.
  • Contributing to monitoring of protection trends and supporting activities for the assessment of the case management services impact.

 

Case Management:

  • Assumes primary case management responsibility to targeted street connected children.
  • Ensures that risk assessment, case mapping and exit planning is conducted.
  • Ensures a prompt and timely response to street connected children determined and identified at ‘high risk’ through project activities.
  • Links the child, his/her family and community to child protection resources and networks of assistance.
  • Attends and participates in regular case management meetings and takes MoM.
  • Maintains case management files to a high standard, complete with up-to-date information.
  • Acts in the best interest of the child.

 

Child Protection Resources:

  • Identifies, liaises, promotes, facilitates, coaches and when necessary delivers training to child protection resources with a view to strengthening their capacity to respond to child protection needs.
  • Assists in the coordination and delivery of community child protection awareness raising events as determined by project objectives.
  • Assists in the production of a referral pathway tool, clearly identifying both formal and informal child protection resources.

 

Relief distribution:

  • Participates in the identification of the beneficiaries.
  • Participates in organizing the distribution process.
  • Delivers the support to the intended beneficiaries with respect and dignity.
  • Organizes the distributions: sites planning, schedule, information to the stakeholders, governance actors, beneficiaries, and logistics arrangement with the logistics department.
  • Ensures the proper recording of the distribution (filling of delivery papers, signing of distribution lists, returns forms…).
  • Ensures the proper handling of the relief items on distribution sites, during transportation and the recording of each item’s movement.

 

Data management and reporting:

  • Creates and updates the child's case management files in order to report or track his/her individual care plan progress.
  • Manages file and stores data, ensuring the confidentiality of the information collected and the services provided.
  • Supports implementation of monitoring and evaluation exercises, when required, in order to understand project impacts and outcomes, and report challenges encountered in the implementation of the project.
  • Develops the monthly and annual activity reports.
  • Provides an analysis and follow-up of the outcomes of the intervention projects with suggestions for adjustment where necessary.

 

Coordination, Representation & Networking:

  • Establishes a service mapping and ensure a relevant and regular follow-up including all actors of the area of intervention.
  • Coordinates with other service providers in order to ensure the access of individuals to services.
  • Supports timely information sharing regarding challenges and needs at the field level.
  • In general, makes sure that a positive and professional image of the Foundation is conveyed. In particular, ensures that the Foundation's mandate, ethics, values, and views are followed in relation to third parties.
  • Initiates and develops a relational network with other NGOs that operate in the same field of activity

 

Collaboration with Management:

  • Participates actively in weekly team meetings in order to contribute to project planning and effective implementation.
  • Exchanges information with his/her line manager on a regular basis and assist with circulating information following normal communication channels.
  • Participates in technical meetings with the Technical Unit.

 

Organisational Policies:

  • Respects the Tdh’s Global Code of Conduct (GCD), Child Safeguarding Policy (CSP), Prevention from Sexual Exploitation and Abuse Policy (PSEA) and Policy on Gender and Diversity and its principles of child protection, ensuring the policy’s implementation and prompt notification of the CSP/PSEA Focal Point with any information regarding potential breaches of the policy.
  • Is aware of, abides by and promote the practices and values set out in all other Tdh policies and procedures such as the Internal Regulations, Standard Operating Procedures and other policies.
  • Undertakes all other duties that may be requested by the line-manager and that are compatible with the job.
  • Participates actively in weekly and monthly coordination meetings with the line manager.
  • Supports other teams and the line manager.

 

Job qualifications, and competencies:

 

Academic Background: BS in Social Work, Sociology or other equivalent.

Experience: 5 to 6 years of experience.

Professional Competencies:

  • Child protection including international and nation principles & standards (National Case Management SOPs and CPIMS+).
  • Experience working with street connected children and children exposed to child labour in general.
  • Experience in team leading. In assessment process , program design, evaluation and technical training as well as supervision
  • Able to work afternoon/night shifts (until 14:00 to 21:00) – 2 or 3 times per week.
  • Ensure quality in monitoring and reporting
  • Being innovative, creative, and taking initiatives.
  • Provide respect for the institutional framework
  • Being culturally sensitive

 

Professional Competencies:

  • Fully understands the strategic plan, operational plans and logical frameworks of the different projects Demonstrate listening skills, flexibility, self-control, analysis and reasoning in situations.

Reports to: CP Project Manager

 

Location/Travel: Beirut, covering different localities within Beirut District.
