GBV Technical Officer

General job description: 

 

The GBV and Child marriage technical officer is responsible to:

  • Support the development of the professional competencies of all Safe Space staff as well as all program staff on GBV aspects through training and coaching 
  • Coordinate with  Safe Space staff primarily but with programs more widely and ensure that their work with regards to GBV is carried out according to standards
  • Conduct an assessment of GBV services provision system, including the existing mechanisms, resources and stakeholders, in Tdh geographical areas of intervention
  • Develop a GBV strategy for Tdh,  with a focus on designing a model of intervention on child marriage 
  • Represent Tdh in relevant networks 

GBV strategy and models of actions

  • Conduct an assessment of GBV services provision system, including the existing mechanisms, resources and stakeholders, in Tdh geographical areas of intervention
  • Lead on the development of the GBV strategy for Tdh in Lebanon
  • Develop a model of action on child marriage and the links with safe spaces 
  • Support the development of messages and Information Education and Communication tools to sensitize communities on GBV and the services available in safe spaces
  • Act as a focal point for the research on early marriage which is currently carried out.

Staff and Partners Capacity building & Development

  • In coordination with the Child Protection technical manager and other technical officers, identifying training and development needs for Tdh staff and for partners, through job analysis, annual performance  

  • review documents and regular consultation with project managers and the admin departments
  • Supporting line manager in developing effective induction programs;
  • Producing training materials for in-house courses on GBV
  • Responsible for the delivery of training and development programs on GBV
  • Design training evaluation forms. 
  • Support the CP TM in designing a training strategy for the organization; 
  • Budget development and follow up of training sessions

Staff and partners on the job technical support

  • Coaching and reviewing the progress of trainees 
  • helping line manager and other technical officers solve specific training problems, either on a one-to-one basis or in groups;
  • Establish a referral pathway between Safe Spces/Tdh GBV interventions and referral facilities
  • In Coordination with Case Manegement Technical Officer, contribute to case management meetings at least every two weeks with the CM team 
  • Coaching and reviewing the progress of trainees 
  • helping line manager and other technical officers solve specific training problems, either on a one-to-one basis or in groups;
  • Establish a referral pathway between Safe Spces/Tdh GBV interventions and referral facilities
  • In Coordination with Case Manegement Technical Officer, contribute to case management meetings at least every two weeks with the CM team 
  • Contribue to case conferences for complex and high risk cases. 
  • Directly communicate effectively with other officers and key stakeholders in order to regularly report trends and advocate for the best interests of children 
  • Support the safe space teamf through the provision of coaching and technical support and guidance, in coordination with the team leaders
  • Ensure that staff implement and respect best-practice and international standards in GBV prevention and response
  • Coordinate with other technical advisors and staff in terms of referral and mutual activities, ex: GBV or case management referents.
  • Coordinate with the GBV Team leaders  to respond to programs technical needs and support. Conduct a regular audit on GBV best practices and useage of tools. 

Training Resource Information Management and Development

  • Develop GBV support materials and tools based on both the project needs and the Interagency guidelines 
  • Support the Technical team for the construction and maintenance of a complete and extensive training resource data base, which should include, at the minimum, a list of training venues in and around Tyre, 
  • External training resource people/organizations, logistical support actors for training, etc…
  • To keep accurate training records that are comprehensive and up-to-date. 
  • With the support of the CP TM involve in the  development of a Tdh library (electronic and hard copies) on training and coaching methodologies, practices and topics of interest to Tdh Lebanon
  • Form links and develop ideas to promote practice based information sharing of Tdh’s training and program specialization with relevant Lebanese and Palestinian Child protection focused organisations or institutions Attend cluster meetings (GBV Task force) and redirect the needed programs and messages to the staff and share the meeting results with involved staff. 

Coordination & Representation

  • Submit timely technical monthly reports 
  • Coordinate with all key GBV stakeholders, including UNFPA IMC IRC, ABAAD, KAFAA..Etc.

    • Contribute to the development of proposal activities in relation to GBV .

    Other

    • Consistently and proactively monitor/assess the safety and security of field teams; promptly reporting concerns or incidents to Tdh management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for Tdh programs Actively engage in all capacity building opportunities including formal trainings, on the job coaching and peer to peer sessions. 
    • Ensure any child safeguarding concerns are reported and addressed immediately. 
    • Other duties as assigned by the supervisor to enable and develop Tdh programs

    Qualifications:

    • Bachelor’s degree in Social Work, Social sciences, Public Health, International Development or other relevant field of study.
    • 3-5 years of experience in GBV and protection programming, including GBV, early marriage, women’s voice and/or economic empowerment;
    • Demonstrated experience in capacity development, mentoring and staff development.
    • Familiarity with Child Protection and MHPSS frameworks and approach preferred;
    • Proven experience of promoting practical and impactful social and gender justice initiatives, community based protection initiatives around GBV, early child marriage among others to development and humanitarian action programs
    • Strong understanding of the Lebanon political, legal, and social systems as related to GBV and refugee protection as well as demonstrated experience in working in/collaborating with civil society
    • Familiarity with national and international standards and guidelines for GBV programming and coordination.
    • Strong understanding of humanitarian protection principles and standards
    • Demonstrated writing skills in English;
    • Excellent communication and coordination skills.
    • Excellent knowledge of Arabic and English mandatory;
