Today, Terre des hommes Foundation is a significant force among children’s aid organizations in Switzerland and throughout the world. Tdh has development projects and emergency relief programs in more than 30 countries in two core areas: healthcare and child protection. Job description Summary : In his/her capacity as representative of the Foundation, the Head of Base reports to the Country Representative and manages Administrative and Logistic staff in the Base and is the Security Focal Point for his/her area of coverage. .
S/he coordinates and develops dialogue with local Stakeholders in order to develop relations related to Security follow up. S/he collaborates and coordinates with the CR for his/her theme for emergencies and the Thematic Advisors at the headquarters to develop and validate the thematic strategy in line with the Tdh strategic commitments, and to carry out advocacy.
Job Description Specifications
Strategy and Policy:
Participate in drawing up strategic guidelines for the country in coordination with the Country Representative, coordinators: collect the data and analyze the opportunities and the risks.
Research and Development
Participate in the development of new tools in his/her field of activities.
In the framework of the institution's thematic policies, instigate a culture of innovation contributing to the development of quality.
Contribute to the development and capitalization of these innovations by the Institution.
Personnel Management / team management
Ensure the communication contract is implemented within his/her team(s) and promoted within the base.
Create conditions for a good flow of operational information from base – delegation –- base (verbal exchanges, e-mails, sitreps, reports, etc.).
Lead, train and support, the directly managed employees in collaboration with HR Department.
In coordination with Human Resources Department, assist with the recruitment of local staff under his/her direct management: follow recruitment procedures; anticipate recruitment needs, make sure the terms and conditions of the vacancies are adapted or drafted.
Periodically appraise the staff under his/her direct responsibility and send the appraisals and recommendations to the HR Manager.
In coordination with Human Resources Department, ensure full compliance with the country's HR procedures and regulations (fairness, transparency).
Ensure the nationals comply with the basic code of ethics.
Organize and run regular coordination meetings with base’ staff.
Ensure proximity with all the teams by regular trips in the field.
Ensure his/her employees are being managed by objectives (action plan, appraisal interview, etc.)
Develop an open and inclusive outlook, geared towards the human factor, able to motivate people to accomplish objectives and with a good level of commitment. (Leadership)
Ensure teams work well together and resolve the potential conflicts in coordination with the HR Department.
Develop base’ staff self-reliance and encourage collaboration.
Skills development
Offer strategic and technical support and advice to the delegation's staff
Be responsible for his/her own continuing training to develop his/her skills
Report to the Capacity Building Officer the needs identified among his/her direct employees and discuss with Program manager Assistants possible training needs identified among the field team.
Budget (EN)
Propose the support needs for Saida Base and manages the budget related to Logistic and Administration for Saida base.
Conduct a monthly review of the budget with the Finance Coordinator, the Country Representative in collaboration the project managers, in order to direct future spending
Direct the implementation and observance of the terms of any financing agreement.
Monitor the overall expenditure commitment and the financial risk.
Fundraising
Have a good knowledge of the local sponsors' strategic guidelines
Administration / logistics and recovery services
Make sure that regulations and procedures for the base in administrative, financial matters, and human resources are applied in coordination with the concerned staff
Make sure the base regulations and procedures are drawn up and reviewed in accordance with the provisions in the Tdh HR, Finance and Administration handbook
Ensure that the contracts, regulations and procedures comply with the national laws
Analyze the operational processes in place and analyze their relevance and effectiveness; take steps to readjust them if necessary
Ensure that Tdh administrative and logistical processes and procedures are properly observed within the base
Validate all PSRs and payments related to Admin and Logistic expenditures just, for the base as per Tdh Finance and Logistics Modules.
Advocacy - Representation - Networking
Support and facilitate advocacy projects and strategies relating to the delegation
On behalf of the Head of Delegation, provide representation for Terre des hommes in the country of intervention.
Represent Tdh before national authorities: participate in official meetings to significantly raise the Foundation's profile with local authorities.
Significantly raise the Foundation's profile within the community of NGOs in the Country.
Carry out all the formalities required by the government and the other official agencies in coordination with the concerned staff.
Provide representative support with the local players to support in advocacy in close coordination with Program Coordinator and Program Managers.
In general, make sure that a positive and professional image of the Foundation is conveyed. In particular, ensure that the Foundation's mandate, ethics, values and views are followed in relation to third parties.
Support the teams in their negotiations with the partners
Coordinate, develop and reinforce partnership actions at a national level with the partners in the same activity sector: sectoral working group, clusters, etc.
Encourage and ensure the development of synergies with the other NGO players and local organizations.
Information / Publications / Communication / Reporting (EN)
Produce publications in coordination with the area to which s/he belongs and in coordination with the Communication and Fund-raising Dpt.
Make sure that Tdh operations have a high profile in the local media and participate in raising the Foundation's profile in Switzerland and abroad
In general, systematically inform the Head of Delegation of the development of the mission's strategy and its implementation.
Contribute to the monthly reports (Sitreps)

Abuse Prevention Policy (CPP) - Operational Risk Management
Undertake to adhere to the Terre des hommes Child Protection Policy and the principles connected to children's rights.
Write the annual Child Protection action plan and security plan and undertake to ensure the best possible implementation of the Child Protection Policy (CPP) and operational risk management in his/her intervention zone and within national and expatriate project teams (in the case of an identified problem, contact the Protection Coordinator and/or Country Delegate to report it).
Assist in the implementation of resources for promoting awareness and supervision necessary for his/her local colleagues to adhere to the Child Protection Policy (CPP) and operational risk management.
Participate in monitoring protection cases, allegations or possible/potential violations of the Child Protection Policy under the supervision of the Protection Coordinator and the Country Representative.
In conjunction with the Log/Safety Coordinator, analyze the security situation in the base and inform CR through periodic reports;
In conjunction with Log/ Safety Coordinator, develop the security plan for the base .
Contribute to updating the security plan for the areas of intervention.
Check that all members of staff are in fact following security procedures.
Back up the security plan through regular contextual analysis and notify the field teams of this.
Be available to carry out any other tasks deemed useful by his/her direct manager
