Human Resources Officer

Job description: The Human Resources Officer (HR) reports to the Administrative Finance Coordinator  ,ensures the delegation's HR administration tasks are carried out properly and monitors their management. Regularly exchange information with his/her manager Ensure the quality of briefings and debriefings of the employees going into the country and within the zones Check that the files of the national and expatriate staff are compiled and regularly updated particularly in as regards the CPP (visa, identity papers) File the staff administrative documents and monitor staff contracts Declare the new recruits to the relevant authorities Make hotel and plane ticket reservations at the request of the FAM Analyse the legal and administrative context of the country of intervention Develop / update the staff rules and regulations with the participation of the staff committee and ensure they are observed Define the procedures to be followed regarding the administrative monitoring of national staff Draw up and monitor the schedule for annual appraisals Register expatriate staff with the embassies and local authorities Provide the administrative organisation for the return of expatriates from their mission (tickets, sending headquarters end-of-contract administrative information) Together with the headquarters and upon request, handle the formalities for expatriate staff taking up their posts Manage the internship application files of nationals, foreigners, and unsolicited applications  Organise the elections of staff representatives Be responsible for his/her own continuing training to develop his/her skills Collaborate in identifying training requirements and training to bring to the programmes Provide employees with advice and support in HR Participate in developing corrective measures to improve and reposition the HR management strategies Participate in career management (promotion, transfer, training, etc.)   Check that the files of the national and expatriate staff are compiled and regularly updated particularly in as regards the CPP (visa, identity papers) Personnel  management / team management Communicate and collaborate in accordance with the communication contract Ensure the quality of briefings and debriefings of the employees going into the country and within the zones Check that the files of the national and expatriate staff are compiled and regularly updated particularly in as regards the CPP (visa, identity papers) File the staff administrative documents and monitor staff contracts Declare the new recruits to the relevant authorities Make hotel and plane ticket reservations at the request of the FAM Analyse the legal and administrative context of the country of intervention Develop / update the staff rules and regulations with the participation of the staff committee and ensure they are observed Define the procedures to be followed regarding the administrative monitoring of national staff Draw up and monitor the schedule for annual appraisals Register expatriate staff with the embassies and local authorities provide the administrative organisation for the return of expatriates from their mission (tickets, sending headquarters end-of-contract administrative information) Together with the headquarters and upon request, handle the formalities for expatriate staff taking up their posts Manage the internship application files of nationals, foreigners, and unsolicited applications  Recruitment:     Handle the delegation's staff recruitment (compilation and publication of the job advertisements according to recruitment requests, selection of the applications for interview, participation in the interviews and the round tables for decisions) Facilitate the orientation of newly recruited workers' by giving them the internal regulations, the procedures handbook, the Tdh background document and the letter of employment Send the employment contracts to the relevant authority for a visa, monitor them and collect them Draw up the contracts for trainees Time management and payroll Manage the Homère human resources software (to come) Participate in the implementation of the wages policy Draw up the pay slips and make the payments (Homère to come) Manage the employment contracts and the dismissal procedures with the help of local legal assistance Monitor the staff leave movements and trips Manage the per diem rates and the wage/allowance advances given locally, in agreement with the headquarters Manage the advances and carry out salary deductions (future) Make the allocations for staff expenses and social security contributions (future) Planning and HR development Set up a staff training policy Support the administration in looking for training opportunities Draw up the social audit Implement the staff policy Draw up work certificates Organise and participate in debriefings when staff leave Policy of child protection (monitoring and updating the the reference document on PPE           Make sure the Child Protection Policy is followed at the various recruitment stages and ensure each new employee is trained
