Humanitarian Program Assistant

Overview Terre des hommes is a Swiss organization which helps to build a better future for disadvantaged children and their communities. Active in more than 30 countries, Tdh developps and implements field projects to allow a better daily life for over a million children and their close relatives, particularly in the domains of health care and protection. In Lebanon, Tdh currently implements child protection projects in Palestinian camps and gatherings around Tyre and in Dom people communities between Tyre and Saida. Tdh is as well implementing child protection projects for the children displaced from Syria in the districts of Tyre and Saida. Main duties and responsibilities: Child Protection Policy: -     Commit to respect the Tdh Child Protection Policy and principles of child protection. -     Commit to ensure the best implementation possible of the Tdh Child Protection Policy inLebanon. -     Commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Tdh Child Protection Policy. General: -       Responsible for the operational management and follow-up of the team under the direct supervision of the project manager. -       Ensures that Tdh’s project actions or activities are non biased, neutral and inclusive of all actors present in the Lebanese, Syrian and Palestinian refugee context. -       Ensure an efficient and respectful external coordination with all stakeholders in link with the project towards whom he/she represent the organization -       Operates in the office and in the field supervising and supporting the social workers and animators in order to ensure an appropriate protection response to the needs of the most vulnerable children identified and targeted through the project objectives. -       Identifies, networks and connects child protection resources to the child, community and community structures -       Supports and assists in the network mapping of resources specific to the locations he/she operates in. -       Promotes and ensures the principles of child protection and child participation are respected within the Tdh project and with identified child protection resources. -       Informs his/her direct supervisor about any difficulty met in Tdh activities implementation. -       Ensures a strict adherence to Tdh Child Protection Policy at all times, including respect for confidentiality and child centered approach, acts in the best interests of the child. Project implementation: -       Responsible to promote and ensure a trusted and professional relationship between Tdh staff and relevant authorities, humanitarian actors and community leaders within each community. -       Responsible for the implementation of the project in the specific area of intervention, the monitoring and the reporting. -       Coordinates and ensures a timely, quantitative and qualitative supervision and monitoring process of all activities. -       Responsible for the monitoring and reporting of the plan and activities to the project manager according to donors guidelines. -        Responsible to promote and ensure a trusted and professional relationship between Tdh staff and targeted communities. -        Assumes overall management responsibility for the case management function for targeted children. -        Ensures and monitors the adherence to case management processes of identification, risk management, case mapping, and exit planning of projects targeted children. -        Conducts regular field audits of decision making, case files, case closure and communication practices with targeted beneficiaries. -        Convenes, chairs and ensures regular case management meetings. -        Ensures a prompt and timely response to children determined and identified at ‘high risk’ through projects activities. -        Assumes management responsibility for the construction, up-dating and maintenance of the case management and projects data bases. -        Ensures that recreational activities are properly delivered, according to plan and projects proposal and that they are monitored. -        Ensures that the joint events and partnerships with local NGOs are fully planned, prepared, documented, organised, and monitored. Staff Management: -       Responsible for the team management (working hours, duties, organization, etc...) with the support of the project manager. -       Ensure the adherence to Tdh policies and procedures on annual leave applications, sick leave, overtime, timesheets and time taken in lieu. -       Ensure staffs take annual leave within the 12 month period which is planned not to reduce the coverage of staff in the field. -       Ensure the application and adherence to Tdh staff regulations. Reporting: -       Ensures data is collected and collated to prove the achievement of project objectives. -       Assists in the design, maintain and use data collection systems and punctual reporting to enable measurable results to prove the achievement of project objectives. -       Provide reports as required and directed by the Project Manager.   Non-Violent Communication: -       Adhere to the principles of the NVC process while in communication with all project actors, including colleagues. -       Ensure that conflict is addressed with the principles and process of NVC with all project actors and colleagues. -       Support and assume responsibility, if necessary, for conflict transformation activities and actions -       Assist the Tdh T&D department regarding identification, referral and intervention in child protection related conflict events, mediation, training and coaching of resources.   Project Neutrality: -       Ensures that Tdh’s project actions or activities are non-biased, neutral and inclusive of all actors present in the Lebanese, Syrian and Palestinian refugee contexts. -       Reports any breach of neutrality, even if perceived but not true, to the Project Manager. -       Promotes and ensures that all actors, regardless of political or non-political affiliations, are aware of Tdh’s project’s neutrality and activities with all actors in the context.   The Humanitarian Program Assistant is also responsible for complying with all Tdh procedures regarding logistics, administration, security and with the anti fraud/anti corruption policy. The requirements: -Education: Bachelor degree in social work / business or equivalent; - Experience: at least 3 years in the humanitarian field, preferably in an emergency project in the south. Experience in an administrative position within an emergency project is a must. - Skills: organization skills, leadership, good writing and reporting skills, follow up,can work independently , within a team and under stress, excellent verbal communication skills. - Computer: proficiency using excel, word, powerpoint is a plus.  - Languages: arabic and english (a must).
