Terre des hommes - Lausanne is seeking a qualified Part-time Rehabilitation Technical Consultant and Engineer for a period of one month.

Job Purpose / Main Functions:

The Technical Consultant and Engineer will oversee the rehabilitation of Hay el Leja building, playing a key role in recruiting and contracting a consulting company for design and construction. The focus is on ensuring the quality of the rehabilitation process.

The key purpose of the post is to provide technical management in the activities of Hay el Leja rehabilitation center.

Job Duties and Responsibilities:

Planning and Implementation of Activities:

Planning:

  • Develop a detailed project plan with milestones, timelines, and deliverables.
  • Collaborate with the consulting company for alignment with project goals.
  • Oversee as well as coordinates assigned engineering, planning, design, and also rehabilitation works with the close collaboration of the Child Protection.
  • Coordinate all the Hay el Leja rehabilitation steps with with the close collaboration of the Child Protection.

Consulting Company Recruitment:

  • Evaluate potential consulting companies for design and construction.
  • Issue requests for proposals (RFPs) and recommend a firm based on thorough assessments.
  • Participate in the service provider construction company selection
  • Monitor the progress of the work, the deadline, the quality and establish rehabilitation site report.

Contracting:

  • Negotiate and finalize contracts with the selected company ($5000 USD).
  • Establish clear terms, including project scope, deliverables, and payment schedules.
  • Plan (BoQ) and execute all phases of the rehabilitation work, in line with the terms of the donor agreement, Tdh rules and procedures
  • Establish the Bill of Quantity for the rehabilitation of the Hayel Leja and scope of work required for the future service contractor in charge with a low cost and effective approach

Technical Oversight:

  • Provide ongoing technical expertise throughout rehabilitation.
  • Ensure adherence to industry standards and address technical challenges.
  • Supervise rehabilitation site work and consistent adherence to building standards and specifications, logistics and administration of technical resources to meet project construction obligation.

Quality Assurance:

  • Implement a robust quality assurance process for construction activities.
  • Prepare a thorough technical/construction projects monitoring and ensure compliance and strict adherence by all the actors working on site.
  • Conduct regular site visits to monitor progress and address deviations.
  • Ensure the control of the work / rehabilitiation materials with proper quality control mechanisms.
  • Lead regular coordination meetings with on-site service provider ; ensure their understanding of required rehabilitation and compliance; coordinate with the relevant stakeholders attached to the project to ensure satisfactory delivery of contracted services.
  • Analyze work plans, focusing on consistency with implementation capacity on site and making recommendations for improvements as necessary.

Reporting:

  • Regularly provide field reports, protection monitoring reports and reports related to project progress.
  • Provide information about progress when required.
  • Ensure a proper recording of the progress
  • Provide official and on time report for any security and safety incident.
  • Ensure accurate record keeping, rehabilitation inspections and that records of actual quantities are maintained, drawings are kept up to date and variations and addendums are issued correctly.
  • Provide rehabilitation site report at the end of assigned work.

Communication & Coordination:

  • Keep close coordination and update with Tdh
  • Participate with in donor visits and promote proper implementation.
  • Communicate with the construction company, stakeholders, partners and municipalities through regular visits.
  • Coordinate and collaborate regularly with all concerned stakeholders officials and Tdh Staff to effectively track delivery challenges and highlight project successes to produce reporting

  • Undertake all other duties that may be requested by the line-manager and that are compatible with the job.

Qualifications and Requirements:

  • Advanced university degree in civil Engineering or Building Construction.
  • A Bachelor degree combined with an additional two years of relevant professional experience.
  • Minimum of five years of professional work experience in construction with a focus on capacity building, design, cost, supervise, mentoring, communication.
  • Experience in both development and humanitarian contexts is an added advantage.
  • Proven experience in overseeing construction and rehabilitation.
  • Strong knowledge of building design, construction materials, and industry standards.

Skills:

  • Required qualities: organized, sense of human relations, diplomacy, communication skills.
  • Desirable: proactive, autonomous, rigorous, analytical, willingness and motivation to work in an international and intercultural context.
  • Languages:
  • Fluent in Arabic (written and spoken).
  • Good written and spoken English is a requirement.

Terms:

  • Position Type: Part-time service contract
  • Duration: 1 month (Jan 2024/Feb 2024)
  • Compensation: $2000 USD
