About Terre des hommes Lausanne Since its creation in 1960, the mission of Terre des hommes (Tdh) has been to come to the aid of children in need. It endeavors at all times to defend the rights of children, in times of war and natural disasters, or in less publicized situations of distress. Today, the Terre des hommes Foundation is a significant force among children’s aid organizations in Switzerland and throughout the world. Tdh has development projects and emergency relief programmes in more than 30 countries in two core areas: healthcare and child protection. Every year, Tdh offers sustainable solutions and a better future for over one million children and their relatives.   Context: Implementing development and emergency response Child Protection projects in Lebanon since the 1970’s, Tdh started activities for vulnerable children and their caregivers affected by the Syrian Crisis in South Lebanon from 2012. Over the past year Tdh intervention has reached over 28,000 beneficiaries and in 2015 onwards the organization will strengthen its integrated Child Protection and Gender Based Violence program. The project implemented in two districts of South Lebanon (Tyre and Saida) include psycho-social support services including case management, awareness raising activities, distribution of relief items and capacity building of local governmental and civil society actors in the field of CP and GBV. The project is implemented in close collaboration with national and international humanitarian response stakeholders.   Based in the city of Tyre, the Monitoring and Evaluation Officer will work with the project teams comprising Management staff, Program and Support Departments Officers, Social Workers, Community Mobilisers and Animators working within affected communities and alongside governmental and community based organizations.     KEY RESPONSABILITIES:   § Conduct capacity assessment on existing monitoring and evaluation (M&E) system, participate in drawing up the intervention strategy for project M&E and ensure its proper implementation § Ensure the policies and strategies of the delegation are implemented in the project management § Assist the project staff with M&E tools and support them in their use § Provide capacity building trainings to staff on M&E and accountability § Assist in coordinating across the available components of the project to ensure effective implementation of M&E § Provide regular feedbacks to the Project Coordinator & Managers on project strategies and activities § Suggest solutions to the Project Management to increase efficiency and effectiveness of the project § Monitor and evaluate overall progress on achievement of results § Monitor the sustainability of the project's results § Work on developing best practice in the project § Assist Project Managers in the preparation of reports on the findings and lessons learned § Participate in training project staff to use questionnaires and/or enter data § Participate in organizing training on the tools and techniques connected with his/her field § In collaboration with the project leaders and the data entry clerk update data-gathering tools § Maintain the databases for the project and compile and analyze project data, optimizing the reading of the dashboards § Identify and formulate monitoring and evaluation findings, lessons learned and recommendations to be integrated into management efforts, disseminated in learning events and channeled into decision-making processes § Ensure the databases and information system are secure and reliable § Update data and ensure their integrity, availability and coherence § Have an overall view of the requirements, from the design of the database architecture to its integration § Regularly communicate with his/her manager about the progress of his/her activities § Participate in regular meetings with the teams and within the delegation § Collaborate and coordinate with other UN agencies, government agencies, NGOs, and other organizations on monitoring and evaluation issues § Assist to develop evaluation plans when requested § Assist with the periodic statistical reports: monthly/quarterly or annual according to requirements.   Profile :   Education  § University degree in relevant field such as management, development studies or other related disciplines   Experience and competencies § Minimum 3 years of previous experience in the design and implementation of M&E system in development or humanitarian projects § Experience in designing tools and strategies for data collection, analysis and production of reports § Excellent ICT skills § Sensitized on child protection and GBV programs § Excellent coordination and communication skills § Demonstrated ability to train and build capacity of others § Knowledge of planning and using mixed methods § Excellent knowledge of PCM and M&E methodologies § Excellent written and spoken English
