Contracting Authority: in the framework of its work on the Lebanese Territory, Terre des Hommes Italy in Lebanon (TDH IT) has received grants from its different donors  UNICEF, OCHA, AICS, EU, Italian Cooperation and other private/Institutional donors, for the implementation of several humanitarian actions and intends to apply a portion of these grants to payments under a Framework agreement for coverage of staff medical insurance services.

Object of the Agreement: it is the intention of TDH IT to enter into an Agreement, for a period of 12 months, for the Coverage of Staff Medical Insurance.

Selection and Awarding Criteria: The evaluation team shall review and evaluate the Financial and Technical Bids on the basis of their responsiveness to the requirements and technical specifications and the other documentation required/provided:

1. Price (Criteria 1, weight 70%)
2. Customer Service, Economic and Financial status and Professional Capacity (Criteria 2, weight 2%)
3. Company Experience, Geographical Presence and Technical Capacity (Criteria 3, Weight 2%)
4. Quality of In-Patient Medical Insurance Coverage (Criteria 4, Weight 12%)
5. Quality of Out-Patient Medical Insurance Coverage (Criteria 5, weight 10%)

• Ambulatory; b) Doctors Visit; c) Prescribed Medicine; d) Dentist; e) Optical.

6. Reimbursement Methodology and Lead Time (Criteria 6; Weight 4%)

TDH IT will conduct the evaluation solely on the basis of the Bids received. Evaluation of Bids shall be undertaken in the following steps:

1. Preliminary examination including Administrative Compliance and Eligibility:

1. Original OLT documents duly signed and stamped.
2. Bidder Registration in Country; Certificate of registration/incorporation, Tax and VAT Compliance, Business permit or relevant membership.
3. Bidder’s confirmation of compliance with the attached conditions of the procedure, Anti-Fraud and Corruption, Child Protection Policy and TDH IT Code of Conduct.
4. Minimum five (5) years’ experience in Medical insurance services.
5. Bid Validity period; Additional experience with NGOs is a bonus.

2. Evaluation of Prices:

Bidder’s prices should demonstrate an economically advantageous position for TDH IT;

Fixed prices for the period of the agreement/contract; preferred at least 12 months.

3. Evaluation of Technical Bids:

1. Quality and certification of Bidder’s products/services;
2. Type of Insurance Coverage; Premium; Limits;
3. Reimbursement Methodology; Waiting Period; Bidder’s responsiveness in emergency situations.
4. Quality of Service Coverage for In-Patient and Out-Patient.
