Data Manager

INTRO Within the framework of the initiatives promoted in Lebaneon to support the resilience and well-being of children affected by Syrian crisis through community based, structured PSS and Educationa activities, TDH IT is looking for 1 Data Manager to join our team in order to support the project activities carried out. The Data Manager post is located in Beirut TDH IT Office (Furn El Chebbak) and reports to the Head of Office. Working closely with Project Managers, M&E Officer, technical officers, advisers and program specialist, the Data Manager assists in monitoring the implementation of several regional projects.   JOB PURPOSE The Data Manager will be responsible for the development and implementation of Data programming in different locations. S/he will lead the design of Data monitoring methodology and tools, training materials for project staff, and Standard Operation Procedures (SOPs) regarding the sharing of data with the donor relevant for each project. The Data Manager will ensure the quality of data collection and analysis and ensure that accurate reports are submitted and utilized to inform programming and advocacy. S/he will perform regular assessment of the data quality. In addition, s/he serves as the focal point for developing input and strengthening results in partnership with relevant officers on specific issues related to the projects. The Data Manager will supervise data project's aggregation and interpretation, the coordination aspects, and the day-to-day management of data from the operations releasing reports to the Programme/Project Managers and/or to the M&E Officer. The Data Manager will provide program and technical oversight across project sites and may be required to address concerns related to the processing and handling of data at field level of operations. The Data Manager will work extensively with other sectors. S/he weekly reports directly, or through the Project Manager 's weekly reports, to the Program Manager.   DUTIES AND RESPONSIBILITIES The Data Manager is responsible for creating strategic policies and tools pertaining to data over a vast array of network systems. Policies include strategies addressing security, acquisition of new systems, INGO data management policy and opportunities to improve findings and results. The Data Manager explains to executive management, employees and partners the value of data and the role of data as an asset.   The Data Manager will be responsible to: Lead the process of constructing data collection and analysis tools (databases) to monitor TDH IT projects progress and beneficiaries involvement in the activities Maintain and constantly develop the structure or format of the databases as required, incorporating ideas and amendments suggested by TDH IT management and responding to field needs Train and support field staff in data collection through the designed tools through regular field visits Monitor the quality of the project data collection activities defining methodological standards and ensuring that technical quality is considered during data outputs implementation Perform data analysis and produce reports in various formats including graphs, charts etc. as required Closely monitor the progress of the project, attending weekly coordination meetings Ensure that monitoring and evaluation systems are effectively designed and integrated into all stages of the project; that output and impact data are captured and that data is used to optimize program quality. Participate in cross-departmental collaboration and coordination in order to ensure that linkages between programs are made and programs gain from data collection best practice.   REQUIREMENTS Values: The observation of ethics, understood as honesty, loyalty, correctness and compliance with the laws, represents a primary value for Terre des Hommes Italy. Skill set: Advocacy/advancing a policy-oriented agenda; Innovation and marketing of new approaches; Conceptual innovation in the provision of technical expertise and data coordination; Leveraging the resources/commitment/building strategic alliances and partnerships; Job knowledge/technical expertise; Good interpersonal, team-working, problem-solving and communication skills are essential, as is a mature, confident, patient and resilient disposition.   Qualificaitons and Experience Advanced university degree in Information System Management or a related field; 3 to 5 years of relevant progressively responsible professional experience, including experience at the field level, preferably with exposure to the NGO system; 3 years experience implementing data programming including experience in emergency or post-conflict project management Advanced computer skills is a must; High proficiency in Micorsoft Access, Micorsoft Excel and VBA is a must; Experience in project understanding, coordination, and monitoring; Strong personnel leadership skills, particularly mentoring skills; Experience in working with a diverse team; Strong writing and demonstrated critical thinking skills; Demonstrated experience using international data management standards in INGOs programming; Demonstrated experience implementing M&E programs; Strong leadership, staff and budget management and capacity building skills; Excellent communication skills, cultural sensitivity, flexibility, ability to improvise, team player; Ability to live and productively work under stress and in insecure and harsh environments.
