Data Officer (Do/bekaa/unicef)

INTRO The Data Officer post is located in the Bekaa Valley Field Office based in Jdaideh, Lebanon and reports to the assigned Bekaa Valley Program Manager in Zahle. Working closely with technical officers and advisers and program specialist, the officer assists in fast tracking the implementation of a regional project within the TdH-It Bekaa Valley Program. The Data Officer provides teaching services for schools and other educational groups (formal and non-formal education). The Data Officer will be responsible for the development and implementation of Data programming in all locations. They will lead the design of Data monitoring methodology, M&E systems, training materials for Data and information project staff, and Standard Operation Procedures (SOPs) regarding the sharing of data with the UNICEF and other actors. The Data Officer will ensure the quality of data collection and analysis and ensure that succinct and accurate Data reports are submitted to UNICEF and utilized to inform programming and advocacy both internally and externally. The Data Officer will also be responsible for maintaining the TdH-It’s presence and leadership role in the Data sector in Beirut and wider Lebanon by attending relevant working group meetings, networking with state and NGO actors in the Data sector and identifying potential partners for future programming. The Data Officer will directly supervise 3 schools as well as provide program and technical oversight across project sites. The Data Officer will work extensively with other sectors, to ensure that Data principles are being incorporated into the Lebanon sector programs, to strengthen the integrated nature of TdH-It Data and assistance programs in Lebanon. S/he weekly reports directly, or through the Project Officer's weekly reports, to the Program Manager.   WORK ENVIRONMENT A data officer works in an office environment and may have an executive administration staff that assists him or her in the daily duties of the office. The data officer communicates daily with colleagues, and the Program Managers. The individual must be able to operate in a pressure-packed environment. The data officer may be required to write newsletters or conduct web conferencing across a corporate internet to address concerns related to the processing and handling of data at the "field" level of operations.   JOB PURPOSE Features and Job Functions The Data Officer is responsible for system administrators, network administrators and technicians and programmers, which are in different geographical locations. The data officer constantly corresponds with managers and supervisors and may conduct monthly "how goes it" meetings to discuss items ranging from upgrading legacy data systems to implementing new systems. A data officer also conducts inquiries and research into other data INGOs willing to merge to create a stronger information-processing platform, which translates into more targeted results. These strategies are discussed with colleagues and INGOs management. Working in collaboration with other relevant Technical Officers, the relevant project units, the Data Officer will supervise data project's collection, aggregation and interpretation, and the coordination aspects, and the day-to-day management of data from the operations releasing reports to the Project Officer and/or to the Programs Managers. S/he will perform regular assessment of the data quality of implementation and content amongst pupils of 3 schools. In addition, s/he serves as the focal point for developing input and strengthening results in partnership with relevant TdH's officers on specific issues related to the project. S/he will also provide strategic advice and ensure appropriate coordination specifically for the 3-schools targeted, but not only, and various partners concerning the updating of the data collection and distribution from the initiatives. The incumbent should be prepared to implement programming in remote and insecure environments. This is a non-accompanied position. The Data Officer will live in shared housing.   DUTIES AND RESPONSIBILITIES The data officer is responsible for creating strategic policies pertaining to data over a vast array of network systems for a INGO. Policies include strategies addressing security, acquisition of new systems, INGO data management policy and opportunities to improve findings and results. The Data Officer explains to executive management, employees and partners the value of data and the role of data as an asset and results "maker" to ensure better returns to the organization. The data officer also creates an annual INGO budget for data activities, equipment and processing. Program management With the officers team, establish clear targets and activity plans per school/ALP (accelerate learning program). Monitor the quality of the project data collection activities defining methodological standards and ensuring that technical quality is considered during data outputs implementation Prepare and write final report on the evaluation of data collection, aggregation and interpretation activities; Develop a paper concerning data tools, best practices and way of data collection in emergency activities, to be used as TdH-Italy reference document in Lebanon. Be the representative of TdH-It towards local, national and international institutions and organization according to the Project Officer indications and in line with TdH-it’s data management strategy; Participate in coordination meetings with national and international institutions and data cluster where appropriate; Analyze technical added-value and project data management impact; set up technical evaluation exercises during and following implementation. Provide strategic direction and vision to the TdH-It’s data programming in Lebanon, with an emphasis on maintaining program quality during a period of expansion. Ensure that monitoring and evaluation systems are effectively designed and integrated into all stages of the project; that output and impact data are captured and that data is used to optimize program quality. Participate in cross-departmental collaboration and coordination in order to ensure that linkages between programs are made and programs gain from data collection best practice. Representation, coordination and advocacy Represent TdH-It in high level and strategic meetings involving protection actors such as protection working group meetings, inter-agency coordination meetings, and bi-lateral meetings. Human Resources Management and Development Maintain open and professional relations with team members, promoting a strong team spirit and providing data oversight and guidance to enable staff to successfully perform in their positions including staff development plans. Strong leadership, staff and budget management and capacity building skills. Excellent communication skills, cultural sensitivity, flexibility, ability to improvise, team player. Ability to live and productively work under stress and in insecure and harsh environments while maintaining a sense of humor.   QUALIFICATIONS The educational requirement for a data officer is usually a PhD or Master's degree in information systems management. INGOs typically tend to promote from within when addressing a data officer vacancy. Advanced university degree in Information System Management or a related field.; 3 to 5 years of relevant progressively responsible professional experience, including experience at the field level, preferably with exposure to the NGO system; 3 years experience implementing data programming including experience in emergency or post-conflict project management Experience in project understanding, coordination, and monitoring; Excellent collaboration skills with local, national, and civil society stakeholders; Strong personnel leadership skills, particularly mentoring skills; Experience in working with a diverse team; Strong writing and demonstrated critical thinking skills; Ability to communicate in Arabic, fluency in English required; Previous work experience in Bekaa Valley a plus; Advanced computer skills is a must; Demonstrated experience using international data management standards in INGOs programming; Demonstrated experience implementing M&E programs; Strong strategic thinking and proposal writing skills; Strong leadership, staff and budget management and capacity building skills; Excellent communication skills, cultural sensitivity, flexibility, ability to improvise, team player; Ability to live and productively work under stress and in insecure and harsh environments while maintaining a sense of humor.
