Data Responsible (Dr/sl/unicef)

INTRO Terre des Hommes Italy, nongovernmental international organization, is recruiting a Data Responsible to be involved in the implementation of Education and Protection projects for Syrian Refugees, Palestinian Refugees from Syria and affected populations in the Palestinian camps of Naher Al Bared, Ain Al Helweh and Rashidiyeh funded by UN agencies.   JOB PURPOSE The Data Responsible will be responsible for the development and implementation of Data collecting, analyzing and managing in different project locations. S/he wil work in collaboration with the local implementing partner (Naba'a). S/he will lead the design of Data monitoring methodology, training materials for project staff, and Standard Operation Procedures (SOPs) regarding the collection of data from the field. The Data Responsible will ensure the quality of data collection and analysis and provide accurate reports to be submitted. S/he will perform regular assessment of the data quality in regards to the project activities. The Data Responsible will perform day-to-day project's data aggregation, interpretation and management of data. The Data Responsible will provide program and technical oversight across project sites and may be required to address concerns related to the processing and handling of data at the field level of operations. The Data Responsible will work extensively with other sectors. S/he will be required to submit weekly reports to the Project Officer and/or to the Project Managers.   DUTIES AND RESPONSIBILITIES The Data Officer will be responsible to: Manage the use, maintenance and technical support of databases used in the operation; planning and overseeing data collection; input and verifications; production of standard and ad hoc reports. Be responsible for the beneficiaries’ database, oversee data input and reporting in close collaboration with other officers. Assist in training of TDH Italy staff as well as staff members of implementing partners in relevant aspects of data management. Work in collaboration with the local implementing partner (Naba'a). Archive and backup database systems; ensure security of databases; perform database administrator functions. Assist various units in creation of Reports and spreadsheets that meet operational requirements. Under the supervision of the Project Manager and in coordination with Field Staff, following up the correct data flow and implementation of monitoring tools based on the project indicators. Continuous support and training, when required, of the project staff, especially in using the Open Data Kit (ODK) system and included software. Train the project staffs for the use of the monitoring tools when required. Support the data collection and insure the correctness and completeness of the supporting documents in coordination and collaboration with Project Staff. Prepare and write final report on the evaluation of data collection, aggregation and interpretation activities; Be the representative of TdH-It towards local, national and international institutions and organization according to the Project Manager directions. Participate in coordination meetings with national and international institutions where required. Participate in cross-departmental collaboration and coordination in order to ensure that linkages between programs are made and programs gain from data collection best practice. The Data Responsible must be prepared to travel, coordinate with other Data Responsible officers in other regions. Insure data flow towards and from the Data Entry based in the main office (receiving the data from: other field based responsible and project data entry); Cross check the project data entry data and supporting documents when required; Prepare the project dossier during the monitoring and evaluation visits of the donor. Any other tasks required to accomplish the project objectives.   Candidate Requirements. Advanced university degree in Information System Management, Statistics or a related field; 3 to 5 years of relevant progressively responsible professional experience in data management. preferably with previous experience with an NGO organization. Experience with Open Data Kit (ODK) and Technical GIS knowledge. Experience in project understanding, coordination and monitoring; Excellent collaboration skills with local, national, and civil society stakeholders; Strong personnel leadership skills, particularly mentoring skills; Experience in working with a diverse team; Strong writing and demonstrated critical thinking skills; Ability to communicate in Arabic, fluency in English required; Advanced computer skills is a must; Excellent communication skills, cultural sensitivity, flexibility, ability to improvise, team player; Ability to live and productively work under stress and in insecure and harsh environments while maintaining a sense of humor.
