INTRO
The Field Accountant post is located in the Bekaa Valley Field Office based in Jdaideh, and reports to the assigned Bekaa Valley Financial Officer in Zahlé. Working closely with technical officers, advisers and program specialist, the officer assists in fast tracking the implementation of a regional project within the TdH-It Bekaa Valley Program. The Field Accountant provides field accountancy. The Field Accountant will be responsible for the development and implementation of field accountancy programming in all the program locations. S/he will contribute to the design of field accountancy monitoring methodology, M&E systems, training materials for field accountancy and information project staff. The Field Accountant will directly provide accountancy assistance to 5 schools as well as S/he will provide program and technical oversight across project sites.
The Field Accountant will work extensively with other sectors, to ensure that Field accountancy principles are being incorporated into the Lebanon sector programs, to strengthen the integrated nature of TdH-It Field accountancy and assistance programs in Lebanon. S/he weekly reports directly, or through the Financial Officer, to the Program Administrator.
WORK ENVIRONMENT
A Field Accountant works mainly but not only in a field environment and may have an executive administrative staff that assists him or her in the daily duties. The Field Accountant communicates daily with colleagues, and if there is the need with the Program Managers. The individual must be able to operate in a pressure-packed environment.
JOB PURPOSE
Features and Job Functions
Working in collaboration with other relevant Technical Officers, the relevant project units, the Field Accountant will implement accountancy project's collection, and production, and the day-to-day management of the accountancy of the operations. S/he will perform regular assessment of the accountancy quality of implementation. In addition, s/he serves as the focal point for developing input and strengthening results in partnership with relevant TdH's officers on specific issues related to the project. The incumbent should be prepared to implement programming in remote and insecure environments. This is a non-accompanied position. The Field Accountant will live in shared housing.
Specific duty
Managing request of cash advance and reconciling it on a regular basis;
Maintain the accounts complying with relevant Donor and TDH’s procedure in collaboration with the Financial Officer and the Program Administration;
Ensures the management of the accountancy data and the appropriate filing of electronic and hard copies of the financial documents and reports;
Maintains payment record of all invoices received;
Maintains payee statement records for all suppliers;
Prepare payment voucher and salary slip;
Data entry on SAGA;
Keep Program inventory updated;
Secretarial services;
Program logistic organization;
Any other duties relating to the nature of the job as directed by the Financial Officer and/or the Program Administrator.
REQUIREMENTS
Two years of relevant experience and technical work in the sectors of administration and finance (experience in emergency project will be an asset)
Good knowledge of the UNHCR procedures
Experience and knowledge of effective financial and budgetary control and managing grants
Ability to work under pressure
Strong communication and organizational skills
Strong Computer Skills (Word, Excel, PowerPoint)
Work experience:
Experience required two (2) years minimum preferably with INGOs in emergency
Education
Bachelor or University degree in economics, accounting, finance, administration, or other related field;
Fluency in Arabic and conversation and written English mandatory.
