Finance Manager

Objective 1: Responsible for all the Finance Departments in the country

  • Overall supervision of TDH IT Finance teams and its resources;
  • Supervise and controls on monthly financial closure files, respecting the deadlines according to financial SOPs (Bank Reconciliation, Cash Counts and the movements);
  • Support the Country Admin Manager in the implementation and sound financial, procurement and budgetary procedures in line with Terre des Hommes IT Manuals and SOPs;
  • Supervise and support programme staff in preparing the Budget Follow Up files for each project;
  • Participates in the general development of the Admin Department and its tools at Country level, when required.
  • Final responsible for revising, approving, and sharing the updated budget allocation files for offices, centers and vehicles rents and running cost on monthly basis to the Admin, Programm and project Managers;
  • Support the Country Admin Manager in preparing and coordinating with PMs in regards of all the budget revisions/amendments files according to each Donor’s rules and templates.
  • Supervises all filing mechanism in Finance department and ensures it is being done properly;

 

Objective 2:  Focal Point for coordination between support functions, the delegation and / or the programs

  • Management of the support managers;
  • Support the Country Admin Manager in the overall Financial planning of the Delegation and in the supervision of the implementation of the related budgets;
  • Provision of the accurate data and support the Country Admin Manager in preparing the quarterly funds requests to HQ.
  • With the support of the Country HR Manager, check the correct allocation of the monthly payroll of TDH IT staff, along with correct e-filing, in TDH IT accounting system, of pay slips and timesheets
  • Follow up with the Accounting Manager on monthly updates of exchange rates on the accounting system and all reimbursements of delegation/ projects expenditure.

 

Objective 3: Report, Capitalization & Communication

  • Coordinate with the Admin Manager for the supervision of all filing process and procedures within the Admin department and ensures it is being done properly;
  • Support staff directly working with implementing partners in the follow-up on all the financial aspects related to the partners (revision of budgets, MOUs, financial reports, and following on the problems that might occur and support in finding adequate solutions);
  • Covering for the gaps in the positions due to failed recruitments or leaves of key personnel in the finance department;
  • Following on the FIFO rates and LBP liquidity, creating tools for monthly requests, controlling mechanism and follow up on the corrections/adjustments that needs to be done;  
  • Participating in all the meetings related to changing of rules and corrective actions to be taken to adapt to new laws or changes in the country;
  • Coordination meetings with all the PMs to follow up on the operational level, the execution of the BFU forecasts and following on the budget spending;
  • Follow up with program and project managers on pre assessment of any possible new partnerships, in relation to the financial component and sustainability.
  • Support on financial reporting, including management of audits and other financial control mechanism requested by the donor, HQ or the Government and financial programming in coordination with the PM;
  • Supervise the data entry related to projects expenditures in the accounting software;
  • Controls, authorizes and signs all the authorization forms, bank transfers and cheques, after proper checking of all the supporting documentations;
  • Supervises and approves the bank reconciliations and cash counts for all projects;

Objective 4: Coordinate with the Logistics and procurement operations

  • Coordinate with the procurement department on procurement processes in line with TDH overall country procedures and standards;
  • Ensures all the Logistic Procedures are respected at office level;
  • Office costs and expenditure analysis;
  • Coordinates with Country Supply Chain, Procurement and Logistic Manager for all interrelated functions and tools, to enhance the work flow of TDH operations;

 

Objective 5: Management and supervision of the Finance team

  • Participates in the recruitment process of the team member;
  • Ensures that all team members have an updated TOR and are appraised at least once every year;
  • Follows up on personal activity or development plans;
  • Handles all the HR issues related to the team;
