Financial Officer/administrator

Intro: Terre des Hommes Italy (TDH IT) is recruiting a Financial Officer/Administrator to support the implementation of an Education project for Syrian Refugees and affected host populations in Lebanon and Jordan funded by the European Union (the ‘Madad Project’). TDH IT is implementing the Madad project in consortium with AVSI (lead agency) and War Child Holland. Together, the consortium will support formal and non-formal activities for preschool and school aged boys and girls (over 3 years old) in Lebanon and Jordan. Activities include; school rehabilitation, remedial classes, foreign language classes, homework support and PSS activities.   Job Purpose: With an anticipated start date of Mid-February 2017, TDH IT is seeking an experienced candidate to support the Program Manager in implementing and supervising all financial processes and reporting for activities implemented by TDH IT.   Key Responsibilities: Prepare invitations to bid requests, purchase requests, purchase orders and payment requests, in compliance with TDH IT and EU procurement guidelines and project budgets. Ensure all supporting financial documentation is prepared and filed according to EU guidelines and TDH IT procedures. Manage and update TDH IT accounting system on daily basis. Reconcile cash and bank accounts on a weekly basis. Prepare, check and file financial and administrative project documents, including: invoices, payment vouchers, bank documents, providers’ and staff contracts. Ensure regular payments are made to service providers, staff payroll and partners. Assist the Program Manager in responding to audit inquiries and requests for financial information. Prepare all documents requested for an audit (external or internal) and be read to respond to any audit enquires. Identify and discuss any administrative and financial issues with the Program Manager in a timely way. Prepare program budgets (and amendments), accounts and financial reports for donors, as requested. Other duties as assigned.   Experience required: Education: University (Bachelors) degree in economics, finance, administration, or other related field.  Experience and competencies: Three (3) years of relevant experience and technical work in the sectors of administration. and finance (experience of an emergency project will be an asset). Good knowledge of EU procedures. Experience and knowledge of effective financial and budgetary control and managing grants Ability to work under pressure Strong communication (fluency in Arabic and English) and organizational skills Strong Computer Skills (Word, Excel, PowerPoint) Desirable: Experience of working on an EU funded project/knowledge of EU rules and regulations. Experience of supporting humanitarian or development focused Education and/or Child Protection projects.
