Human Resources Officer

Terre des Hommes Italia (TDH IT) is recruiting a HR Officer to support the implementation of an Education project for Syrian Refugees and affected host population in Beirut and Mount Lebanon funded by UNHCR. The HR Officer will ensure that proper personnel policies and procedures are followed according to the TDH IT Handbook for Management of Country Delegation office, Internal Staff Regulation and Salary Scale. Duties and Responsibilities: Responsible for preparing offer of appointments, contracts and related documentation for Project national staff (payroll, salary payments and receipts). Notifying to the line managers of contracts due for renewal. Processing contracts amendments prior to manager approval. Responsible for preparing monthly payments to social security and ministry of finance. Obtaining and following up all matters of social security, income tax, insurance and Healthcare insurance cover for the national staff with the Ministries concerned (such as Labor, Finance etc.). Calculation of contract costs, overtime, leaves pay, final benefits, in compliance with TDH IT Handbook for Management of Country Delegation Office, Internal Staff Regulation and Salary Scale and in accordance with the Lebanese Labor Law. Responsible for managing staff leaves (annual, sick, etc...), and keep track of leaves balance in the personnel files. Manage the use of leave by staff to prevent undue levels of accruals. Updating the staff contract database on monthly basis. Focal point for national personnel matters in Mount Lebanon including: following the directions received by the Country Administrator on the project allocation for the staff, responsible for the proper filling, monitoring and follow-up of the staff Time Sheets and check them for conformity with instructions. Participate in staff recruitment process. Identify suitable and relevant short-term training courses for national staff and inform the line manager accordingly. Responsible for dissemination and follow up of Performance Evaluation Reports. Ensuring uniform use of updated templates, forms.   Qualifications and experience: 3 to 5 years of professional work experience at national level in the Humanitarian relief context. Proven experience in Human Resource management, with demonstrate knowledge and work experience of Lebanese Labor Law will be considered as a strong asset. Previous experience in Administration and Finance sectors, it will be highly considered. Demonstrated experience in payroll processing and staff benefits and compensations. Numerical ability and data entry skills. Excellent attention to details and organizational skills. Ability to plan well, to meet deadlines, set own targets and meet them. Substantial knowledge of Lebanese labor laws. In-depth understanding of HR ethics of professionalism and confidentiality. Ability to manage several tasks simultaneously, be flexible, and be willing to assume a range of unanticipated assignments. Multi-tasking with positive attitude. Excellent command in writing and editing documents in English and Arabic. Commitment to the aims, principles and values of TDH IT. Ability to work well in a team and under pressure and in response to changing needs. Computer skills in MS Office (Word, Excel, Access, Outlook). Substantial experience in emergency and post-crisis environments. Problem solving and leadership skills.
